The Manager, Environmental Health Services is responsible for the management and operation of environmental services to assigned communities, including planning, implementing, evaluating programs and services such as Food Safety, Drinking Water Safety, Personal Services, Onsite Sewage Systems, Communicable Disease Control, Community Sanitation, Land Use, Rodent and Insect Control, Healthy Environment, Environmental Health Risk Assessment, Health Bylaws, Injury Prevention, Emergency Preparedness, School Health, Tobacco Control, Public Health Engineering and Recreational Water Safety; ensures that the leadership and management of the human, financial and material resources in the department support the goals, policies and vision of the Fraser Health Authority.Responsibilities
- Develops and implements goals and objectives, policies and procedures for assigned areas, ensuring the delivery of effective and efficient services which support the goals and objectives of Environmental Health Services.
- Plans and manages the provision of Environmental Health Services and ensures the co-ordination of services to achieve operation and strategic objectives.
- Collaborates with other service providers such as senior levels of government, public health organizations, and community councils in the identification and development of services and programs; identifies and recommends the development or change in services and programs to address current and future issues and requirements; monitors and evaluates same.
- Collaborates with the Medical Health Officers and Prevention Staff in the management of Communicable Disease Control services, with respect to clinical issues.
- Plans and manages effective administrative and information systems and resource plans to ensure that daily business and operational support activities are conducted in a timely, effective and cost efficient manner; ensures that systems for maintenance of confidentiality are established in compliance with applicable legislative requirements and organizational policy.
- Develops and recommends long and short term fiscal planning including resource allocations for existing and new programs; plans and manages annual capital and operating budgets for the assigned program responsibility, ensuring efficient utilization of financial resources supportive of the provision and delivery of environmental health services; completes variance analyses of the allocated budget, reports significant problems, and provides appropriate solutions; makes recommendations for budgetary adjustments.
- Develops and maintains an effective organizational structure for assigned areas which support the accomplishment of Environmental Health Services' goals and objectives; ensures the development and maintenance of organizational climates conducive to attracting, developing and retaining excellent employees
- Determines staff complement for assigned areas in consultation with the Regional Director, Health Protection; recruits, selects, directs, supervises and evaluates staff to ensure effective performance of duties; promotes, disciplines and initiates employee terminations.
- Ensures the implementation of current human resource standards and procedures, including performance evaluation, attendance management, orientation, training and education, as well as, compliance with applicable acts, regulations and collective agreements.
- Interprets and administers collective agreements covering all bargaining unit employees investigates and responds to public complaints and grievances as well as routine and confidential employee issues attends Third Party Hearings with the representative of the Employer.
- Prepares or provides statistics, information or reports on workload management, staff and/or program activities and service evaluations on a scheduled or requested basis.
- Plans, develops and implements public awareness programs in support of the provision of environmental health services within assigned communities.
- Builds collaborative partnerships with internal and external services/programs; leads and participates in relevant internal and external committees and work groups.
- Develops, implements and evaluates measurable objectives for a quality improvement program for the assigned communities, and which supports the Fraser Health Authority's overall service delivery of program and services; promotes and applies research towards continuous improvement of services.
- Performs other related duties as required or assigned.
Qualifications
Education and Experience
Bachelor's Degree in Health Services Administration, Environmental Health Science or a related discipline.
Certificate in Public Health Inspection (Canada) issued by the Canadian Institute of Public Health Inspectors. Registration or eligible for registration in the Canada Institute of Public Health Inspectors, B.C. Branch.
Three (3) years' recent related management experience in environmental health services, including experience in program planning, implementation and evaluation and human resource management.
Possession of a valid Class V B.C. Driver's Licence.
