Job Summary

We currently have an exciting Full-Time opportunity for a Educational Lead, Training & Development, Health Protection, to support Population & Public Health in Tri-Cities, B.C.

The Educational Lead has an understanding of population and public health and networking abilities in order to support and enhance curriculum development, learning and learning system practices. The Lead is responsible for developing, implementing, and evaluating learning projects and assessing the learning needs of employees and external partners, making recommendations supporting initiatives that promote the strategic priorities of Health Protection Services in the Tri-Cities area.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Educational Lead is responsible for developing, implementing, and evaluating learning projects. The Lead works towards continuous improvement of learning projects and uses a variety of learning methods to deliver curriculum through in-person learning and virtual learning environment through different technological platforms. The Lead assesses the learning needs of employees and external partners and makes recommendations and supports initiatives that promote the strategic priorities of Health Protection. The Lead works independently and as well with key partners (directors, managers, practice consultants, front line employees, and other programs within Fraser Health) to develop, implement, and evaluate curriculum that meets the strategic goals and priorities of Health Protection employees and its external partners.


Responsibilities

  1. Applies knowledge and skill in educational theory, research, technology and related best practices as well as an understanding of population and public health and networking abilities to support and enhance curriculum development, learning and learning system practices.
  2. Responsible for curriculum mapping, which includes designing, monitoring, data collecting and evaluating educational projects and programs using an evidence-based approach.
  3. Evaluates the department’s training and educational program and, from this evaluation, creates and monitors a plan to advance the department’s learning priorities and goals.
  4. Responsible for the ongoing continuous evaluation, measurement, and re-development of learning and training curriculum through incorporation of data driven, evidence-informed, accessible and inclusive, and outcome focused projects/programs.
  5. Leads and facilitates the development of learning standards, curriculum mapping process and templates to meet specific learning needs and fulfill department goals and requirements.
  6. Facilitate or lead quality improvement assessments of learning curriculum to ensure they are designed in accordance with best practices, quality standards, ethical, and aligns with Fraser Health polices and regulatory requirements.
  7. Oversees the learning governance across the Health Protection program and works with other Fraser Health partners to validate learning materials to be used internally and externally.
  8. Provides leadership, coaching, and supervision through evaluation and monitoring of staff development needs.
  9. Creates and manages content management structures across various web-based learning management systems. Supports partners in instructional, multimedia, and web design in the implementation of educational projects.
  10. Identifies and supports the integration of technology into programs and learning systems and curriculums.
  11. Assesses, plans, organizes, monitors, and evaluates related activities on learning and training projects, including creating and maintaining project management documents such as project charters, project plans, and status reports.
  12. Develops workflow and reporting systems, including intake and tracking systems for requests to meet goals and objectives of projects.
  13. Organizes, facilitates, and chairs meetings between employees, Health Protection leadership group, and external partners.
  14. Facilitate or lead quality improvement assessments of learning curriculum to ensure they are designed in accordance with best practices, quality standards, ethical, and aligns with Fraser Health polices and regulatory requirements.
  15. Performs other duties related to the qualifications and requirements of the position.

Qualifications

A Master’s degree or an equivalent combination of education and experience.

Five (5) year’s recent related experience in curriculum development, instructional design, learning technologies, including experience in training and facilitation, project management and change management, or an equivalent combination of education, training and experience.

  • Demonstrated expertise and experience with adult learning principles related to mentoring and providing educational programming in group settings.
  • Excellent communications skills and the proven ability to influence, educate, and develop team members and external partners.
  • Demonstrated experience in using virtual tools to support educational delivery.
  • Able to present education curriculum to a variety of audiences in-person or using technology.
  • Demonstrated ability to evaluate programs and staff development using evidence-based information.
  • Able to select, organize and chair committees and focused groups.
  • Performs other duties related to the position as required.
  • Able to travel throughout the Fraser Health region and has access to a reliable vehicle.
