Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Regional Director, Energy & Environmental Sustainability (EES), the Energy and Carbon Emissions Director provides strategic leadership, planning and implementation of the energy and carbon emission focus area across the Fraser Health (FH) led portfolio.
The Director negotiates and facilitates consensus with internal and external stakeholders regarding energy and carbon emission focused reduction strategies and represents Fraser Health on related industry committees. Key partnerships include site leadership teams, facilities management staff and project managers as well as representatives from external agencies and organizations, such as BC Hydro, Fortis BC, Climate Action Secretariat and Municipalities in the Fraser Health region.
A key aspect of this role includes effective collaboration and communication with all Senior Leadership, Facilities Management teams and external stakeholders; ensuring that the organization is aligned with federal, provincial and local government climate change legislation and targets.
Responsibilities
- Provides strategic leadership for planning, designing and efficient operation of energy demand systems. Develops, implements and updates the strategic energy and carbon emissions reduction management plan and goals.
- Manages the provincial climate change accountability reporting process by collaborating with stakeholders in the Energy and Environmental Sustainability team and other relevant staff across the organization.
- Develops, implements, evaluates and enforces effective energy and carbon emissions reduction practices at locations across the FH portfolio by collaborating with both key internal and external stakeholders.
- Responsible for managing and developing capital and operational project budgets, and variance analysis for energy and carbon emission initiatives. Works with assigned staff to review, analyze and interpret energy reduction data; implements appropriate changes to the project scope to meet specific energy and carbon emissions targets.
- Oversee the benchmarking and performance process for utility use and energy intensity across the owned and operated FH portfolio.
- Identifies funding sources, including external incentives, for implementing energy and carbon emission reduction capital projects. Prepares business cases for these projects with strategic analysis to present to senior leadership.
- Manages BC Hydro and Fortis BC incentive programs by developing and submitting applications related to new buildings and retrofit projects at the assigned facilities, in coordination with Facilities Management leads.
- In collaboration with the regional EES Climate Risk and Resilience lead, provides technical expertise on site based low carbon resilience plans in accordance with climate change mitigation and adaptation legislation.
- Provides direct management and supervision to the Energy Project Managers, Coordinator and Specialist. Works collaboratively with the EES Environmental Sustainability team.
- Manages the engagement with Capital Project teams to provide support and guidance on energy and carbon reduction strategies for major projects during all phase of the project procurement cycle.
- Maintains industry leading knowledge of energy and carbon emissions management and energy efficiency practices and technologies by liaising with other experts, reviewing current relevant literature and attending various seminars and/or conferences.

Qualifications
Bachelor's Degree in Engineering, Business, Building Technology or related field, a professional designation and additional training in energy and carbon emissions management, supplemented by ten (10) years’ recent related experience planning, implementing and operationalizing energy and carbon emissions management programs in a large complex multi-site environment, or an equivalent combination of education, training and experience.
