Detailed Overview

Under the direction of a Tobacco Enforcement Officer, the Minor Test Shopper purchases or attempts to purchase tobacco products at retail tobacco outlets, observes the presence or absence of tobacco signage, notes the physical appearance of the sales clerks and records the details of the transaction, and appears in court as a witness for formal prosecutions or the defence of violation tickets issued by a Tobacco Enforcement Officer.


Responsibilities

  1. Participates in any age testing process or training requested by the Manager.
  2. Visits retail stores chosen by the Tobacco Enforcement Officer to attempt to purchase tobacco or tobacco products as part of the Tobacco Enforcement Program administrative and enforcement check procedures.
  3. Mentally notes who is in the stores at the time of the visit, the presence or absence of tobacco decals and signage, the physical appearance of the sales clerk and any identification badges worn.
  4. Mentally notes the details of the conversation with the sales clerks, the tobacco product purchased and the transactions during the visit.
  5. Upon leaving the store, places' identifying marks on the tobacco purchases in accordance with established policy and immediately hands the purchase and change over to the Tobacco Enforcement Officer as evidence of the violation.
  6. Logs the time, date and records all details of the visit in the logbook provided by the Health Authority.
  7. Attends court upon the request of the Manager as a witness in formal prosecution under the Tobacco Sales Regulation or for the defence of violation tickets issued as a result of a sale to the minor test shopper.
  8. Performs other related duties as assigned.

Qualifications

Education and Experience

Must be at least 16 years of age and no older than 18 years of age and a full time student in attendance at a junior or secondary high school within the Fraser Health Authority with experience in public speaking or oral presentations. Must possess a valid government issued photo identification card.
