Job Summary

In this role, you will manage and provide direction to a team of skilled trades individuals along with contracted specialized service providers. This facility operates 24 hours a day, 365 days per year, serving the population of British Columbia.

You will provide support to our SMH executive leadership, as a member of their senior leadership team. You will act as the Facilities Management subject matter expert, providing advice on our site infra-structure issues pertaining to the advancement of the campus clinical mission.

Build on your education and career experience as you:

  • Establish, develop and implement department goals, objectives and operational requirements consistent with the Facilities Management objectives and RCH's clinical mission. You will review current operations and develop appropriate systems and processes to reflect effective and efficient facilities operations, improving the delivery of care through innovation and your leadership.
  • Develop, implement and handle the annual operating and capital budgets for RCH and QPCC. This includes monthly financial reporting to Fraser Health Finance.
  • Manage recruitment, mentoring and professional development of staff and contract employees. You will supervise staff and provide work direction and assignment of duties. You will conduct performance evaluations and coach employees, and identify training/educational requirements.
  • Investigate work and/or staff performance issues and initiate disciplinary action. You will be required to participate in grievance processes and other labour relation matters, including labour/management meetings and essential service designation processes for RCH and QPCC.
  • Lead development and continuous improvement of maintenance programs. You will apply planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance.
  • Manage contractual agreements for specialized maintenance, grounds and renovation work by: procuring and leading work of external providers, identifying terms of reference, negotiating and monitoring contracts.
  • Provide mentorship and feedback to the Facilities Management Planning & Project team on all stages of planning and implementation for all construction and renovation activities scheduled for campus. This includes the following: review of business cases, conceptual plans, design development, schematic designs, specifications and tender documents, construction implementation, commissioning, and post occupancy reviews.

Your background includes:

  • Master's degree in Engineering or a related field
  • Seven (7) to ten (10) years recent, related progressive supervisory and management experience in a large complex unionized environment
  • An equivalent combination of education, training and experience is acceptable

Preference will be given if you have excellent interpersonal skills, who have the ability to clearly and concisely articulate information with the capability to customize information according to the audience. You have extraordinary technical writing abilities and are proficient in the use of Microsoft Office applications. In addition, you have knowledge of business finances in a facilities management environment.

Detailed Overview

Responsible for overseeing the daily operational management and/or maintenance of designated physical plants for the largest regional tertiary and other assigned health site(s) of Fraser Health in a manner consistent with industry best practices ensuring a safe and reliable environment for the delivery of healthcare-related services.


Responsibilities


  1. Establishes, develops and implements department goals, objectives and operational requirements consistent with Fraser Health's strategic and operational objectives; reviews current operations and develops appropriate systems and processes to ensure effective and efficient facilities operations for the assigned site(s).
  2. Develops and implements the annual operating and capital budget for the assigned site (s); responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.
  3. Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching session and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  4. Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination; participates in grievance process and other labour relation matters up to and including Step 3 grievances as an Employer representative; participates labour/management meetings and in the essential service designation processes for the assigned sites.
  5. Oversees the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensures appropriate use of the computerized maintenance management system.
  6. Procures and manages the work of external service providers, directly or through subordinate supervisors; determines terms of reference, negotiates and monitors contractual agreements for specialized maintenance, grounds and renovation work, as required.
  7. Manages assigned construction, renovation and/or maintenance projects; liaises with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
  8. Oversees the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with, and provides technical and logistical support to the Planning and Capital Projects teams.
  9. Develops and maintains key internal/external stakeholder relations and participates on committees as required; develops and prioritizes capital infrastructure renewal plans in consultation with the Director; participates as a member of Fraser Health as a subject matter expert within area of expertise.
  10. Participates in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
  11. Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.
  12. Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Director.
  13. Carries out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.

Qualifications

Education and Experience

Master's degree in Engineering or related field supplemented with seven (7) to ten (10) years' recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training and experience.
