The salary range for this position is CAD $54.16 - $77.86 / hour
Job Summary

Position Highlights:

We have an exciting opportunity as a Senior Manager, Real Estate & Strategic Planning within our Facilities Management team at FH. In this role you will be responsible and accountable for developing accommodation strategies, real estate acquisitions and the delivery, management and monitoring of integrated accommodation initiatives.

Bring your specialized knowledge of appropriate legislation, by-laws and relevant codes and provincial/national standards to this exciting role in our Capital Projects, Real Estate & Facilities department. This knowledge as well as your proven initiative, judgment and decision-making capabilities including demonstrated ability to lead, plan, manage, organize and problem solve will make you an ideal candidate for this role.

In this key role you will:

  • Provide support and counsel on all aspects of real estate and leasing to the Director, Real Estate, Leasing & Property Management, the Executive Team for Capital Projects, Real Estate & Facilities and senior health care leadership across Fraser Health.
  • Make Real Estate location and transactional decisions that are crucial to the Organizations/Program's operating objectives that affect their operation or delivery of program, services or equipment.
  • Develop, propose and present business cases with short and long term budget commitments for Fraser Health.
  • Manage and lead the planning for various clinical initiatives to support business case submissions.
  • Analyses, interprets and evaluates existing real estate processes and guidelines across Fraser Health for effectiveness, practicality and application.
  • Consults with the Director, Real Estate, Leasing & Property Management on projects involving First Nations groups and organizations by providing support, advice and strategic planning.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitment of Fraser Health:

Responsible and accountable for developing accommodation strategies, real estate acquisitions and the delivery, management and monitoring of integrated accommodation initiatives to support the vision, mission and core business needs of Fraser Health.

Works with members of the Real Estate Leasing team to maximize the use of quality facilities by providing responsive and sustainable property support services for all lease sites; develops and maintains strong positive working relationships with key organizational, local, provincial and national leadership and health care stakeholders, including government departments, officials and leaders in the business community.


Responsibilities

  1. Provides support and counsel on all aspects of real estate and leasing to the Director, Real Estate, Property and Asset Management, the Executive Team for Capital Projects, Real Estate & Facilities and senior health care leadership across Fraser Health by identifying and negotiating unique, collaborative and sustainable lease opportunities that significantly reduce the short and long term costs of Fraser Health''s real estate portfolio; manages corporate contracts, contract negotiations, dispositions, lease strategies and real estate disposal initiatives across Fraser Health.
  2. Makes Real Estate location and transactional decisions that are crucial to the Organizations/Program's operating objectives that affect their operation or delivery of program, services or equipment.
  3. Develops, proposes and presents business cases with short and long term budget commitments for Fraser Health; negotiates contractual commitments; manages the document and payment process by monitoring budgets ensuring accurate and consistent transactions and service support throughout the term of the real estate contract.
  4. Analyses, interprets and evaluates existing real estate processes and guidelines across Fraser Health for effectiveness, practicality and application; develops and proposes new methods, criteria and policies that enhance existing standards through process consolidation and standardization; presents new and/or revised programs across Fraser Health and implements new projects or initiatives.
  5. Provides specialized real estate services for assigned owned, leased and contracted premises by developing business plans and financial strategies for alternative procurement opportunities, property acquisitions, rezoning or variance approvals, professional value management, design and construction management services, leasing services and tenant improvements to meet the long term and strategic objectives of Fraser Health; represents Fraser Health in negotiations with landlords on high profile real estate matters.
  6. Manages provincial contracts and land portfolio to meet the strategic goals of Fraser Health and to satisfy client accommodation requirements by identifying client needs, conducting real estate search activities including inspecting, examining, formulating and managing strategic negotiating strategies and managing rezoning applications; responsible for identifying larger land use community issues, devising communication strategies and ensuring acquisitions proceed in a timely manner, in accordance with all public sector procurement procedural and accounting practices; assesses risk to Fraser Health to minimize contractual risk through the implementation of process and protocols.
  7. Conducts presentations to Executives to provide rationale and obtain approval for the leasing, acquisition or disposition of a property; manages the appraisal, acquisition/development and disposal of real estate properties including the management of strategic real estate initiatives, selection of consultants, project implementation, negotiation and execution of legal documents to ensure compliance with project agreement obligations.
  8. Supports various major capital projects through the provision of lease rates and exclusions; negotiates strategic leases, disposition and sale lease back agreements on behalf of Fraser Health; manages the development and approvals of policies, guidelines and strategies to promote effective and efficient operations; responsible for approving all leased space or real estate transactions for the Organization within approved signing limits, in collaboration with the Director.
  9. Consults with the Director, Real Estate, Property and Asset Management on projects involving First Nations groups and organizations by providing support, advice and strategic planning; builds and maintains effective working relationships with various First Nations groups and organizations and manages conflict between provincial interests and First Nations positions through effective conflict management and dispute resolution techniques.
  10. Works with staff to ensure effective performance of duties through performance evaluation, education, orientation and compliance with applicable acts and regulations; practices effective management techniques such as coaching, mentoring, skill and leadership development and performance management.
  11. Represents the interests of Fraser Health in various meetings and presentations with municipal and provincial government departments, First Nations, regional districts and other private sector stakeholder groups on real estate leasing issues.
  12. Maintains an effective communications network with other real estate and leasing professionals to maintain a current knowledge of real estate trends, professional techniques, methodologies and related information.

Qualifications

Education and Experience

Bachelor's degree in Business Administration, Urban Land Economics and/or related discipline and a professional designation, supplemented with seven (7) to ten (10) years' recent related progressive experience in leadership roles in the public, private and/or commercial real estate fields including experience in real estate development, First Nations consultation, property management, legal contracts, complex real estate transactions and real estate evaluation, or an equivalent combination of education, training and experience.
