We are seeking an experienced Senior Leader, Design - Redevelopment & Major Projects to support design and construction activities for a major healthcare facility expansion and renovation project.

The Royal Columbian Hospital Development and Redevelopment project is well underway with Phase 2 slated to open in 2025, and the design-to-delivery timeline for Phase 3 extending to 2030.

Highlights for the RCH Development and Redevelopment project includes:

  • A new and larger Emergency Department will have more treatment spaces and a satellite medical imaging unit;
  • More operating rooms and interventional radiology and cardiac suites on a surgical and interventional ‘superfloor’;
  • More beds for intensive care, cardiac intensive care, obstetrical, and medical/ surgical patients;
  • Larger maternity unit joined to the Neonatal Intensive Care Unit;
  • Advanced technologies and equipment;
  • 350+ underground parkade, new main entrance, and rooftop heliport.

RCH is a Level One Trauma Centre that provides a number of highly specialized acute care services such as tertiary trauma, cardiac surgery, neurosurgery, interventional cardiology and thoracic surgery that often require the care of multiple medical specialists, multidisciplinary care teams and the use of specialized equipment and technology.

In addition, RCH provides referral services in a variety of medical and surgical specialties such as mental health and substance use, internal medicine, cardiology, gastroenterology, nephrology, orthopedics, otolaryngology, gynecology, urology, ophthalmology, plastic surgeries.

Position Highlights:

We are seeking a Senior Leader, Design - Redevelopment & Major Projects to oversee and manage non-clinical facility related activities for facility development for the Royal Columbian Hospital Redevelopment Project (RCHRP).

Reporting to the Director, Design & Construction, you will be responsible for management of the internal Construction team and providing leadership through all project phases including procurement, design, construction, commissioning, start up and handover to Royal Columbian Hospital operations teams.

Build on your education and experience as you:

  • Establish and lead the team to work on deficiency management, commissioning process and work plan facilitation process within the RCHRP.
  • Ensure the delivery of effective and efficient services to support the goals and objectives of the RCHRP.
  • Strategize effective project communication plans and ensuring its execution to effectively resolve risk or issues which arise during the Project.
  • Be the escalation point for any resource and project delivery issues in-order to support the Project delivery plan.
  • Lead planning, transition and integration initiatives throughout all phases of the project life-cycle; ensure an evaluation and learnings process are in place throughout the project.
  • Apply technical expertise to advise and assist senior management to achieve its vision and strategic direction.
  • Lead the technical review, inspection and observation during construction, handover and start-up with technical expertise to ensure compliance with the project requirements, relevant government regulations, guidelines and the Organizations’ requirements.
  • Review and provide inputs to the design and procurement of project related to new facilities and/or renovations by developing project budget estimates, procurement documentation, evaluation and contract management.
  • Provide quality control in collaboration with advisors/consultants to ensure that the project meets the requirements as set out in the contract.
  • Develop and manage approved capital and operating budgets and resource allocations.
  • Engage, direct and work with/collaborate with the project team, consultants, facility management, designers, construction contractors and other stakeholders to ensure strong and effective communication between on-site work groups.
  • Ensure direct integration and coordination with the Director, Design & Construction or designate as required/appropriate.

Are you motivated to join our team? We will be looking for you to have the following:

  • A Master’s Degree in a relevant discipline such as Architecture, Engineering or Business Administration
  • Certification as a Project Management Professional (PMP) or equivalent qualification is required.
  • Professional Engineering designation or related designation is an asset
  • Minimum 10-12 years of progressive experience in all phases of project planning and construction inclusive of supervisory experience, in a large complex organization such as health care
  • Experience in technical commissioning and construction management is an asset.
  • An equivalent combination of education, training and experience may be acceptable

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Chief Project Officer, or site designate, the Senior Leader, Design is responsible and accountable to lead a comprehensive range of activities within the assigned project area (i.e. planning, architecture, implementation) throughout all phases of the project life-cycle.

Oversees and manages all non-clinical facility related activities for new facility development including responsibility for the integration of planning for renovation and/or re-design of existing structures/facilities to ensure the delivery of health services which meet the goals and objectives of the Project.


Responsibilities

  1. Develops and implements project goals and objectives for assigned project area ensuring the delivery of effective and efficient services which support the goals and objectives of the project.
  2. Within the appropriate project area, leads planning, transition and integration initiatives throughout all phases of the project life-cycle; ensures an evaluation and learnings process is in place throughout the project.
  3. Manages the design and procurement of project related to new facilities and/or renovations by developing project budget estimates, procurement documentation, evaluation and contract management for a variety of concurrent projects.
  4. Liaises with project consultants and various User Groups. Supervises staff, consultants and works with/collaborates with user groups through coaching and assigning responsibilities to develop and maintain an effective team environment. Advises and promotes innovative solutions to support goals of the project.
  5. Applies technical expertise to advise and assist senior management to achieve its vision and strategic direction through the development of Programming and Capital Submission Requirements to the Government.
  6. Develops and manages approved capital and operating budgets and resource allocations for related projects ensuring efficient utilization of resources; provides variance analysis of the allocated budget and reports significant problems; makes recommendations for budgetary adjustments/approvals ensuring design change approvals reflect operating budget implications. Ensures that changes to cost and schedules are managed within set guidelines and deviations flagged for approval.
  7. Engages, directs and works with/collaborates with consultants, facility management and construction contractors to ensure strong and effective communication between on-site work groups. Ensures the rights and responsibilities of Fraser Health, as articulated in the project agreement are understood by the team and implemented.
  8. Manages and directs a cross-functional project team; develops and maintains an effective organizational structure for assigned area that supports the goals of the overall Redevelopment Project
  9. Determines staff complement of assigned area/department and selects, directs, supervises and evaluates staff to ensure effective performance of duties;
  10. Assesses and responds to the impact of new design, technology and equipment and identifies opportunities to improve non-clinical services and processes.
  11. Ensures direct integration and coordination with the Chief Project Officer or Designate as required/appropriate.

Qualifications

Education and Experience

A Master's Degree in a relevant discipline such as Architecture, Business Administration or Engineering, supplemented by a related professional designation plus 10 years' experience in all phases of project planning and construction inclusive of supervisory experience, in a large complex organization such as health care; or an equivalent combination of education, training and experience.
