Job Summary

We are seeking a collaborative and dynamic Director, Capital Planning, Administration and Accounting to oversee financial forecasting, budget setting, accounting and record spending related to capital assets.

This Director will develop, implement and review policies and standards for the Fraser Health capital environment while providing leadership to the team to attain department goals. Through negotiation and facilitation with external parties, the Director ensures priorities are aligned with Fraser Health’s strategic and financial mandate in partnership with the Ministry of Health to optimize delivery of services across the Fraser Health region.


Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Collaborates with the Executive Director, Corporate Finance to develop, lead and oversee the organization's multi-year corporate capital planning processes, annual capital budget preparation, capital accounting and reporting of the organizations capital position to the Senior Executive, Board of Directors and Ministry of Health including integrating the major elements of the multi-year capital plan to the corporate financial reports, performance measurements and long-range facility projections.

Provides overall capital finance support, direction and analysis to all of Fraser Health (FH); leads a team in developing the three year FH capital budget; monitors and evaluates performance of the budget and provides resource and other recommendations to the FH management group; leads the development, mission, strategies and goals of the department to ensure the optimum delivery of capital services and resources to all FH areas.


Responsibilities

  1. Develops and recommends short and long term goals and objectives for the designated department ensuring that financial plans support the goals, policies and vision of FH.
  2. Develops, implements and reviews policies and standards for the FH capital environment.
  3. Prepares the FH annual capital asset management plan to include construction and renovation planning, capital equipment and information system technology and communicates the plan to the appropriate Executive and Executive Directors.
  4. Leads the departments in managing the annual and three year capital budget development; ensures that the budget results are considered and reflected in the overall FH capital plans submitted to the Ministry.
  5. Leads the development of quarterly, annual and multi-year cash flow forecasts for all Fraser Health capital projects by working with project teams to identify cash spending projections for both internal cash management and reporting to both the Board and the Ministry.
  6. Oversees the Fraser Health capital accounting function which includes periodic accounting and reporting, management of the capital asset database, the billing and collection of capital funding and account reconciliation.
  7. Oversees and/or provides leadership to the implementation of the annual capital plan and reviews FH wide results; oversees and/or participates in the development of the Quarterly Financial Report to the Board, the Period End Financial Report to the Executive Team and the forecast and budget analysis for the quarterly Appendix C report to the Ministry of Health.
  8. Identifies and/or resolves business opportunities/challenges within the context maximizing FH's opportunities within the parameters of GAAP, MIS guidelines and the provincial government's health policy; develops and/or evaluates all financial and performance components of business plans that impact FH capital position.
  9. Establishes administrative systems for maintaining, evaluating and reporting on the operations of the department including department activities, progress on objectives and designated projects.
  10. Provides leadership to designated staff within the department by motivating staff to attain the goals of the department and FH; develops and recommends organizational structure to reflect operational needs and the responsibility of each employee including an on-going system for performance management.
  11. Manages the recruitment, mentoring and professional development of assigned staff; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching sessions and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  12. Plans, develops and implements an effective quality improvement program to ensure a high level of client satisfaction and to identify areas for improvement.
  13. Plans, prioritizes and directs numerous concurrent projects through all phases from planning to implementation and evaluation.
  14. Sources funds by developing business cases and funding strategies and identifying opportunities and negotiating business arrangements. Negotiates and facilitates consensus with external parties as business needs required and ensures priorities are aligned with FH's strategic and financial mandate.
  15. Represents FH to the provincial government by participating on committees, organizations, and in advisory activities.

Qualifications

Education and Experience

CPA recognized professional accounting designation.

Master's degree in Business Administration, Commerce, Finance or related discipline, supplemented with seven (7) to ten (10) years' recent, related financial accounting experience, including five (5) years' experience in a senior leadership role in a large complex organization, or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Demonstrated knowledge of accounting practices, trends, generally accepted accounting principles (GAAP), financial, administrative and contract management, audit and program evaluation principles and practices.
  • Demonstrated knowledge of health and business administration including strategic and operational planning, monitoring, analytical, evaluation and reporting expertise in a public sector and/or large complex environment.
  • Demonstrated ability to direct a variety of cyclical operational, budgeting and financial planning processes.
  • Demonstrated ability to identify alternative solutions to capital asset management issues and to assess the strengths and weaknesses of various options.
  • Demonstrated ability to prepare business plans and capital plans; complete with financial analysis; ability to present and defend oral and written proposals and skilled in the development of financial models.
  • Comprehensive understanding of contracts, specifications (including performance specifications) processes related to the scope definition of capital projects, capital equipment, capital expenditures, capital acquisitions and capital/property leases.
  • Ability to operate related equipment including applicable software applications
