Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Executive Director, Indigenous Health Collaborative Council (IHCC) oversees and implements the Fraser Partnership Accord and related priorities to improve the health outcomes of Indigenous people living in the Fraser Health Region. Specifically, the Fraser Partnership Accord has the following specific goals:

The Executive Director develops the strategies and objectives of the Fraser Partnership Accord in collaboration with the IHCC. Reporting directly to the IHCC Co-Chairs, the Executive Director engages with all key audiences including IHCC members, Fraser Health employees, First Nations Health Authority (FNHA), Métis Nation British Columbia and other executive and senior leaders, ensuring timely, meaningful communication to all key audiences across all channels and mediums to ensure Council engagement and the collection of relevant non-personalized Indigenous health information for IHCC review and deliberations.

The Executive Director identifies opportunities for strategic design, solution implementation and outstanding issues resolution by collaborating with Indigenous Nations, Health Authorities and executive and senior leaders. The Executive Director provides advice and consultation on the organizational structure and utilization of human and financial capital that includes current and future portfolio needs; the development of recruitment standards and talent retention, succession planning; overall portfolio recommendations for present and future financial planning to IHCC Co-Chairs; authorized to make commitments at committees and working groups.


Responsibilities

  1. Develops a consolidated vision, including strategic and planning, development and coordination of related resources within the service areas. Provides short and long-term planning to identify required operating and capital expenditures in alignment with the Fraser Partnership Accord (FPA) prioritized by the members of the IHCC,. Advances the use of Indigenous knowledge-based processes to support person-centered strategies.
  2. Holds membership in the IHCC Committee that provides strategic direction and leadership on plans, implementation and use of information management, health care informatics and clinical, business and information technology solutions. Represents and holds the authority to make binding commitments on behalf of and at the direction of IHCC Co-Chairs and other assigned sub-committees and/or projects.
  3. Leads and collaborates with Fraser Health Authority, First Nation Health Authority, MNBC senior staff for the advancement and implementation of IHCC strategic priorities.
  4. Provides project oversight and leadership to large, complex planning projects and major initiatives by developing and managing project timelines/milestones, formulating change management strategies, identifying implications, mitigating risks and identifying qualified resources within approved funding and resource constraints.
  5. Support the development and cultivation of an active and engaged IHCC and sub-committees. Advises Co-Chairs and sub-committee chairs on determining agendas for sessions, and prioritizing agenda items.
  6. Accountable, in partnership with the IHCC, for the development of and implementation of short-and long-term goals and strategic work plans.
  7. Provides overall portfolio recommendations for present and future financial planning to the IHCC Co-Chairs; directs financial management, budgeting and reporting with respect to departmental administration, operation and projects by developing the annual IHCC operating and project budgets and ensuring the preparation of financial performance reports.
  8. Provides overall leadership, direction and supervision to the department through coaching, mentoring, skill and leadership development, and team building. Manages human resources to support the administration and implementation of Fraser Partnership Accord priorities. Manages assigned staff including recruitment, supervision, work assignment, performance management, professional development, and all aspects of discipline including termination.
  9. Provides senior level advice and support to the IHCC Co-Chairs, the members of the IHCC, and Committee as appropriate.
  10. Provides advice, background research, and other support to the IHCC Co-Chairs in their roles as representatives to the IHCC and other IHCC sub-committees as required.
  11. Reviews all IHCC official communications, specifically those to the Co-Chairs, and uses independent judgement in determining the appropriate response and/or course of action.
  12. Reviews and edits written material submitted to the Co-Chairs for his/her signature. Provides Executive analysis to the Co-Chairs as required.
  13. Advises the Co-Chairs on determining agendas for the IHCC and sub-committee sessions, prioritizing agenda items.
  14. Support the development and cultivation of an active and engaged IHCC and sub-committees. Advises sub-committee chairs on determining agendas, and prioritizing agenda items.
  15. In partnership with the Co-Chairs, undertakes (or supervises) unique and sensitive projects and participates in events, ceremonies, and celebrations.

Qualifications

Master's Degree in Business Administration, or Public Health, or field related to health care management, supplemented with more than ten (10) years’ recent, related experience including five (5) years' experience in progressively senior leadership role(s), or an equivalent combination of education and experience.

Professional/Technical Capabilities

  • Demonstrated knowledge of Indigenous health care needs, services and issues as well as knowledge of the culture, protocol, and traditions of Indigenous people to ensure respect, diplomacy and tact to honour established and new relationships as a representative of the health authority.
  • Expert knowledge and understanding of community-based services such as community health centres, Indigenous service providers and traditional healers.
  • Demonstrated expertise with high level policy and program development, implementation and evaluation.
  • Experience in contributing to building revenue and expense budgets, forecasting and resource development.
  • A successful track record of working with high performing staff teams and creating positive workplace environments.
  • Demonstrated success in developing and engaging effective non-profit boards.
  • Experience in leading productive communications and group facilitation with include expression of conflict and passion, employee development, assessment and coaching, matrix management and decision making, and consensus building.
  • Must demonstrate superior skills in gaining the trust and confidence of a wide range of people, providing strong leadership and influence without specific named authority.
  • Experience working in a cross functional and complex reporting structure.
  • Experience in community engagement.
  • Experience in contributing to building revenue and expense budgets, forecasting and resource development.
  • Experience in the provision of community-based healthcare delivery systems and experience interacting with Indigenous people and Indigenous leadership (including Elders, Tribal Councils, Friendship Centres, Indigenous service providers, etc.) as well as government agencies and provincial ministries.
