Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

Reporting to the Director, Projects and Planning in Mental Health and Substance Use (MHSU), the Leader, Learning Health Systems & Knowledge Exchange, MHSU is responsible for enhancing practice and systems through innovative learning systems and knowledge exchange practices. This position is responsible for the design, implementation, and evaluation of a Learning Health System (LHS) that integrates data and evidence-based practices to continuously improve patient outcomes. They will lead the application of knowledge exchange (KE) principles to foster collaboration, facilitate information flow, and support evidence-informed decision-making across the MHSU program through consultation with MHSU leadership, management, staff members, patients, and clients. They will provide leadership to the LHS & KE team.


Responsibilities


  1. Provides strong and effective leadership, coaching, training, mentorship and human resource management to assigned staff. Oversees the recruitment and professional development of employees within the portfolio; responsible for overseeing and as required, participates in the management of human resource matters including employee performance management up to and including termination.
  2. Design and implement a comprehensive Learning Health System that leverages other MHSU resources to capture, analyze and utilize data from clinical practice to drive continuous improvement in patient and client care
  3. Collaborate with Research, Evaluation, Data & Systems and Projects Teams to integrate systems and establish processes for data collection to support evidence-based decisions and practices
  4. Develop and execute strategies for knowledge exchange that promote the sharing of best practices, research and evaluation findings, and clinical insights among staff and medical staff.
  5. Create and maintain platforms that enable effective communication and knowledge sharing across the organization
  6. Organize and lead workshops and training sessions to disseminate knowledge and facilitate learning
  7. Leads the identification, planning and implementation of change initiatives relating to knowledge exchange and education, change management, practice development, research, evaluation, health system support / networks, and specialized knowledge exchange consultation, evaluation and LEAN process knowledge supporting the MHSU vision, mandate, and strategic directions.
  8. Reviews relevant evidence-informed and promising practice literature and consults with clinical leaders and specialists to integrate evidence-informed approaches which support the long-term strategic plan.
  9. Implements the LEAN principles, where applicable, and develops standards of performance that are based on LEAN process innovation to improve MHSU service delivery utilization and quality.
  10. Guides the identification, collection, and analysis of relevant information relating to current programs, initiatives and/or projects and synthesizes findings to put forward recommendations to the MHSU leadership team for development, implementation, analysis, dissemination of findings, and policy/practice implications.
  11. Disseminates information and knowledge products, in consultation with the Director, Projects & Planning related to projects, key programs and initiatives under the identified mandate areas through a variety of vehicles.
  12. Participates in various committees, working groups, and research and practice networks involving a variety of internal and external stakeholder groups to support the implementation of projects.
  13. Actively contributes to the development and maintenance of relationships with partners, both internal (Research, Evaluation, Systems & Data teams) and external (other Health Authorities, Ministries, health related community-based organizations, university research networks, communication and knowledge exchange units, the private sector, and other key players) to explore and pursue further research, evaluation, practice, and knowledge exchange opportunities.
  14. Actively leads the management and facilitation of efforts to identify promising practices, grounded strategies and activities for health professionals, policy/ decision makers, and the public in research, practice, and policy.
  15. Develops and manages operating budgets.
  16. Participates in assigned Fraser Health, Provincial, and Federal committees; chairs and/or leads discussion as required.

Qualifications

Education, Training & Experience:

Master's degree in Health, Social Sciences, or Education. A minimum of seven (7) years in a knowledge exchange, project planning or management role in a health, social services, government, or community organization, including two (2) years in a leadership role; or equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Knowledge of mental health and substance use research and clinical practices; health systems and policy; population health, prevention, and health promotion; knowledge exchange; developmental evaluation.
  • Understanding of and demonstrated skills in several key areas, including: project management; change management; organizational behaviour; research and evaluation; relevant computer software applications; funding structures and application processes; training and education; policy review and analysis; curriculum development, educational design, teaching and facilitation; community development activities and partnerships.
  • Related experience in: conducting literature searches and reviews, evidence-informed practice reviews, policy analysis, working collaboratively with a wide range of internal and external stakeholder groups; and providing curriculum planning and design, training and education activities.
  • Ability to guides, coach, teach and promote a learning environment and continuous quality improvement.
  • Ability to foster innovation throughout complex organizations.
  • Demonstrated strategic thinking and analytical skills.
  • Excellent interpersonal and communication skills; ability to foster collaborative partnerships using a team approach.
  • Proven ability to manager diverse groups and individuals through change initiatives and able to resolve issues that arise throughout the process.
  • Demonstrated knowledge of budget planning and preparation principles, concepts and methods.
