Job Summary

Fraser Health is seeking a dynamic and experienced Project Manager for our System Level Ethics Services. In this role, you will manage and coordinate the overall System Level Ethics Consultation Service, ensuring effective and efficient consultation processes at both pan-regional and provincial levels.

Key Responsibilities:

1.Consultation Management:
- Manage and oversee the system-level consult process for specific consults with clients.
- Participate in system-level ethics consultations at pan-regional (Health Authorities) and provincial (MOH) levels.
2.Client Consultation Planning:
- Establish detailed specific client consultation plans and objectives, outlining timelines and project deliverables (approx. 18-month process).
- Establish shared work teams (inter-departmental or inter-organizational) with clients.
- Participate in initial analysis meetings with clients to determine preliminary solutions to ethics-related issues by evaluating evidence, identifying and prioritizing values, and exploring and analyzing options.
- Develop and facilitate communication strategies with the client, including the development of consultation plans, analysis of consultation feedback, and the establishment of final decisions and/or recommendations.
- Facilitate the development of support plans, including implementation, education, and evaluation.

3.Project Tracking:
- Track consult progress according to project plans, monitor, and report to the system-level ethics consultation team on the status of consults and major issues/obstacles encountered.
- Make recommendations regarding project scope changes.

4.Team Leadership:
- Provide leadership and direction to project team members, convey policies and priorities, coordinate work, and ensure issues are resolved or escalated to meet project deliverables and timelines.

5.Program Evaluation:
- Manage the overall program evaluation of the System Level Ethics Consultation Service.

Qualifications:

- Master’s degree in health services administration or a relevant health care discipline.
- Three (3) to five (5) years of recent, related experience in project management and facilitating and managing consultation processes with a wide range of partner groups, or an equivalent combination of education, training, and experience.
- Education and/or experience in bioethics preferred.

Skills and Abilities:

- Comprehensive knowledge of project management principles and methodologies.
- Ability to coach team members on project management skills.
- Work with different configurations of teams and bring people together across different disciplines and programs.
- Utilize initiative, vision, independent thinking, and creative problem-solving abilities to implement project plans and achieve project completion.
- Maintain a broad knowledge of patient care delivery systems in primary, acute, and community settings.
- Demonstrated business acumen for normal business practices, tools, and methodologies.
- Maintain a thorough understanding of available resources for projects and applicable stakeholder groups.
- Provide feedback and detailed analysis on project processes and make recommendations as required.


Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Executive Director Ethics Service, the Project Manager coordinates all aspects of the System Level Ethics Consultation Service by which Ethics Services provides support for the development of ethics-based policies, practice guidelines, and organizational strategies for clients.

This position works in close collaboration with staff who support the System Level Ethics Consultation Service and other internal and external partners to implement Ethics Services’ facilitated values-based, evidence-informed, collaborative ethical decision-making process in the context of highly complex and often controversial ethically challenging issues.


Responsibilities

  1. Manages and coordinates the overall System Level Ethics Consultation Service through the following activities:
    • Manages and oversees the system level consult process for specific consults with clients including responsibility for overall client list management.
    • Participates in system-level ethics consultations at pan-regional (Health Authorities) and provincial (MOH) levels.
  2. Establishes detailed specific client consultations plans and objectives to outline timelines and project deliverables (approx. 18-month process) including:
    • Establishes shared work team (inter-departmental or inter-organizational) with clients.
    • Participates in initial analysis meetings with clients (independently or in collaboration with Executive Director or Department staff) to determine a preliminary solution to ethics related issue(s) by evaluating evidence, identifying and prioritizing values, exploring and analyzing options.
    • Develops and facilitates communication strategies with the client, including the development of consultation plans, analysis of consultation feedback and the establishment of final decision and/or recommendations.
    • Facilitates development of support plans including implementation, education and evaluation.

Qualifications

Education, Training & Experience

Master’s degree in health services administration or relevant health care discipline with three (3) to five (5) year's recent, related experience in project management and facilitating and managing consultation processes with a wide range of partner groups, or an equivalent combination of education, training and experience. Education and/or experience in bioethics preferred.

  • Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
