Job Summary
We are looking for a Full Time Release of Health Information (ROI) Analyst to join our team in Surrey, B.C.
Position Highlights:
As the Release of Health Information (ROI) Advisor you will be responsible for supporting community program areas across Fraser Health in the processing of requests for health records made under BC’s Freedom of Information and Protection of Privacy Act (FIPPA). Acting as a subject matter expert, the ROI Advisor provides interpretation of questions about individual requests including the appropriate application of redactions and reviewing the legal authority of requestors to obtain records. This position is remote, but the candidate must reside inside BC.

- Leads the development, implementation and revision of processes necessary to facilitate effective and efficient release of health information requests in compliance with FIPPA.
- Delivers education content and materials to non-acute program areas on the application of FIPPA and ROI best practices that reduce the risk to Fraser Health of non-compliance with FIPPA and enhance awareness of the privacy of personal information; works collaboratively with other team members in promoting and adopting best practice models in relation to the privacy of personal information.
- Interprets ROI related questions from non-acute program areas and provides expertise on the application of redactions, interpretation of legal authority to request and/or release records and other ROI best practices.
- Supports the processing of ROI requests by the ROI Analyst and other non-acute program areas by interacting with applicants and the OIPC where necessary to respond to questions and obtain information.
- Leads and/or assists with the response to OIPC reviews and inquiries on behalf of Fraser Health.
- Maintains a current knowledge of FIPPA and other relevant FOI and Privacy related legislation, guidelines, standards and best practices.
- Participates in strategic planning support and change management services by assisting the Manager and other team members in streamlining business processes and best practices to ensure FIPPA compliance.

- A minimum level of education, training and experience equivalent to Bachelor Degree in Health Administration, Law or another related discipline (i.e. Business or Computer Science, Human Resources)
- Five to seven years recent related experience or an equivalent combination of education, training and experience.
- Completion of an Information Access, Health Information Management and/or Protection of Privacy Certificate Program is an asset (i.e. CIPP/C, CIPT, CIPM, or CAPPA).
An equivalent combination of education, training and experience may be acceptable.

The Release of Health Information (ROI) Analyst is responsible for processing requests for health records under BC’s Freedom of Information and Protection of Privacy Act (FIPPA). The Analyst handles complex requests for health records from community health programs, collaborating with those teams where necessary, as directed by the Manager. The Analyst reviews the legal authority of applicants for information, obtains records by liaising with program areas, reviews and redacts records and releases them to applicants in compliance with Fraser Health organization policies and processes and FIPPA. The ROI Analyst also provides support to other Fraser Health ROI administrators interpreting and handling their individual requests. The role will assist with the investigation of potential and actual compliance challenges according to established best practices and compliance requirements of the regulatory body (The Office of the Information Privacy Commissioner for BC). The role may also be assigned other duties within the Information Access and Privacy department as required by the Manager.
Responsibilities
- Processes requests for health information from community Mental Health and Substance Use (MHSU) programs in compliance with FIPPA and as directed by the Manager, including; reviewing requests for clarity and legal authority, navigating electronic record systems and interacting with MHSU staff to obtain responsive records, reviewing records line by line and applying redactions as required by law and releasing records to applicants.
- Supports the development of the processes necessary to facilitate effective and efficient release of health information requests in compliance with FIPPA.
- As directed by the Manager or ROI Advisor, interprets ROI related questions from non-acute program areas and provides expertise on the application of redactions, interpretation of legal authority to request and/or release records and other ROI best practices.
- Assists with the response to OIPC reviews and inquiries on behalf of Fraser Health as directed by the Manager or ROI Advisor.
- Maintains a current knowledge of FIPPA and other relevant FOI and Privacy related legislation, guidelines, standards and best practices.
- Provides ROI business analysis by carrying out workflow analysis, developing information systems and repositories and automating/updating current business processes.
- Participates in ROI, FOI and other privacy projects, and in the development of documentation as directed by the Manager.
- Develops and analyzes tools, processes and timelines to ensure compliance with legislated timelines and established best practices. Supports process changes and/or functional changes to ROI tools by testing, modifying, and maintaining these tools.
- Establishes and supports systems that effectively track and report on the ROI requests processed within the Information Access and Privacy department from the MHSU portfolio.
- Resolves any operational issues with ROI systems and follows up with services providers as required.
- Participates in the development, implementation, and evaluation of ROI goals, objectives, policies and procedures for the Information Access and Privacy department within Fraser Health.
- Participates on assigned internal committees as required and works collaboratively as a member of the Information Access and Privacy department.
- Researches and analyzes innovative approaches that improve the efficiency of Fraser Health’s collection, storage, use and disclosure of personal information wherever possible; identifies patterns related to access and utilization of electronic health information.
Qualifications
A minimum of a Diploma in Health Information Management or a related field plus four (4) years of recent related experience in a medium to large sized organization including experience in handling FOI requests, or an equivalent combination of education, training and experience.
