The Senior Financial Analyst is responsible for supporting the strategic decision-making process of PHSA by providing financial analysis, advice, and recommendations. They play a key role in the development, compilation, and review of annual and multi-year budgets, as well as period-end reporting. Additionally, they collaborate with senior staff to identify opportunities for operational and financial resource utilization, conduct reviews and process improvement initiatives, and provide financial planning for specific services or programs.
The Senior Financial Analyst operates at a strategic level, monitoring and reporting on the fiscal performance of the organization, and recommending corrective actions when necessary. The role requires a broad understanding of operational and financial issues, excellent organizational skills, and the ability to work independently in a complex, multi-site organization.
In this particular role, the Senior Financial Analyst will be a part of the capital projects portfolio, reporting to Manager, Capital Planning. The Senior Financial Analyst will be responsible for tracking and reporting of capital funding and expenditures, including progress and spending against the approved projects budget, as well as development of capital requisitions and working closely with programs to determine appropriate accounting treatment for the funding requests. The Senior Financial Analyst will also generate monthly, quarterly and year end reporting, and support Director, Capital Planning in developing reports for internal use for various levels of senior and executive leadership team and board of directors, and externally as required by the Ministry of Health. In this particular role, the Senior Financial Analyst will also support the Manager, Capital Planning and Director, Capital Planning in reviewing and updating existing capital reporting processes and templates.
Scope and Complexity
The Corporate Senior Financial Analyst operates at a strategic level monitoring, assessing, interpreting, highlighting and reporting on the fiscal performance of the PHSA with respect to resource utilization, expenditure patterns, statistical and critical indicator data, and the meeting of budgetary targets. Where appropriate, the Senior Analyst recommends corrective action to members of the executive team.
The Corporate Senior Financial Analyst works in a complex, multi-site organization which encompasses highly diverse operations. This role is customer focused and able to balance the needs of the PHSA and its' agencies which have diverse operations with varying levels of complexity and volume. The Senior Analyst requires a broad understanding of operational and financial issues faced by all corporate and agency entities. This wide scope provides the opportunity for identifying and implementing best practices across the organization.
The Senior Analyst has a comprehensive multi-layered understanding of the financial and business planning processes and tools, has data management skills, and works independently. Timelines for the completion of financial reports are very tight and require strong organizational skills. Reports, analyses, advice and recommendations provided by this position are used by members of the executive team as well as funding agencies and MOH.
This position provides information in an environment where there is a high degree of risk associated with the information generated. Errors or miscommunication can compromise the long term financial viability and credibility of the organization.
Major segments of the work performed by this position are confidential directly supporting management committees of both the PHSA and the agencies. Inappropriate release of information could compromise strategies and initiatives and seriously impact on PHSA's ability to deliver on its mandate.
Communications
The Corporate Senior Financial Analyst communicates with all members of the business planning team, Financial Services and corporate senior operational staff. In addition to gathering and exchanging information, communication usually involves negotiating and facilitating consensus on issues such as financial resources, program and service delivery changes, new and enhanced programs, physician services and funding, operational reviews, implementation of services and progress on cost savings/revenue generation initiatives.
External communication involves contact with representatives from external agencies such as the MOH and other Health Authorities and usually involves gathering and exchanging information as well as negotiating and facilitating consensus on issues such as program transfers, development of inter-authority programs and services, service redesign and operations review.

Job Type: Regular, Full-time
Salary Range: $88,990 - $127,923 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
