The Manager, Capital Equipment provides leadership and direction in the planning, procurement, and asset management of capital equipment for BC Cancer. The Manager liaises and facilitates discussions with Operations Leadership, and other internal partners and interested parties on capital equipment requirements to align strategy and manage and assess inventory. Leads the development of major capital equipment plans and projects, and coordinates capital equipment budgeting process for the organization. Liaises with internal partners to support vendor negotiations and develops tools to manage and monitor inventory. Develops and evaluates equipment budgets to support funding commitments from MoH, Corporate PHSA, and the foundations, and oversees the supervision, performance management and development of assigned staff.

What you'll do

  • Lead and facilitate discussion on capital equipment planning as it relates to the annual PHSA capital planning process and foundations' fundraising events.
  • Manage capital equipment budgeting process across BC Cancer for submission of capital requests to Finance. Identifies capital and operating cost pressures for proposed equipment plan. Ensures accurate quotes and supporting documentation are obtained from vendors and oversees endorsement from all internal support services partners and/or interested parties for each request.
  • Develop and maintain systems, tools, and processes to monitor the capital equipment plan, capital requests, funding sources, and capital equipment acquisition. Develops and maintains master clinical equipment inventory list through consultation and collaboration with BC Cancer and program leadership.
  • Lead the annual capital request process for BC Cancer by collecting and capturing all capital requests, obtaining appropriate validation and endorsement, presenting to site leadership for prioritization, and ensuring all requests are submitted on time.
  • Develop capital replacement plans of 5 to 10 years term, considering decisions to replace equipment against such factors as end-of-life equipment, technology obsolescence and increased cost and repeated patterns of repair. Provides recommendation on replacement acquisition to Director.
  • Lead the development of major capital business plans, initiatives, and projects. Working closely with senior clinical users, identifies clinical requirements and provides recommendations of equipment supporting user needs. Leads and supports the clinical requirements component of BC Cancer's equipment related procurement processes, acts as liaison with supply chain on procurement processes, and ensures appropriate and timely participation from clinical end users to ensure that procurement processes meet legal and regulatory requirements and established timelines.
  • Review external provider service contract proposals, makes recommendations on service contract acquisitions, and manages service contracts to ensure contract provisions are met.
  • Actively manage relationships with external vendors as required and to ensure BC Cancer achieves optimal and preferential treatment from vendors.
  • Provide guidance to managers and staff in the development of business cases for capital equipment needs by identifying operating impact and lifecycle planning from a holistic approach including options, cost, benefit and risk analysis.
  • Hire and supervise assigned staff including establishing clear definitions of responsibility for employees, reviewing workload assignments, and adjusting schedules according to workload to ensure levels meet operational requirements. Monitors performance, provides ongoing feedback, and completes reviews of staff to encourage continuous improvement.

What you bring

Qualifications:

  • A level of education, training, and experience equivalent to a Bachelor's degree in a health-related field, or a related discipline and seven (7) to 10 years recent relevant experience working on major capital projects and complex medical equipment.

  • Demonstrate knowledge and understanding of procurement processes and project management. Superior analytical, people, customer service, and organizational skills.
  • Strong written and oral communication skills; proven ability to negotiate, persuade others, and make decisions; and a demonstrated capability for handling sensitive situations.
  • Demonstrated ability to supervise and lead staff, and manage a budget.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time
Salary Range: $106,026 - $152,413/Year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan. Salary will be prorated
accordingly for part time roles.
