Job Summary

As UBC's MD Undergraduate Program (MDUP) expands and evolves in its approach to educational delivery across the province it is essential that learners within the Program have access to experiences and training environments where they can engage in practical skills-development in collaboration with partners who are representative of those community members the students will serve in clinical practice. This includes engaging with community partners who represent and express diverse gender and cultural identities, as well as lived experiences present within urban, rural and Indigenous communities across the region.

The Patient Programs portfolio is an essential and collaborative unit that engages community partners who have a desire to participate in, and inform, the future of medical education and patient engagement in the region. This role will lead and champion the alignment of best practices in the development of a respectful and intersectional community-patient engagement strategy that aligns with the vision and pillars outlined in the Faculty of Medicine Strategic Plan, especially as related to respectful and outstanding community collaboration, commitment to accessibility, continuous improvement and innovative practice in medical education delivery.

The Medical Undergraduate Degree Program (MDUP) within the University of British Columbia's Faculty of Medicine is delivered in partnership with the University of British Columbia Vancouver and Okanagan campuses (UBCV and UBCO), the University of Northern British Columbia (UNBC) and the University of Victoria (UVic) and in close collaboration with the Health Authorities through the province.

This position will oversee the strategy, business processes, and guidelines for the MDUP Patient Programs portfolio overseeing the operationalization of all educational activities involving Standardized Patients (SPs), Volunteer Patients (VPs) and Clinical Teaching Associates (CTAs). This includes ensuring the engagement of these community partners is carried out in alignment with MDUP requirements for distributed site standardization, comparability and accreditation. This position will work in partnership with Patient Programs teams, , leaders and faculty at all MDUP sites, and represents their perspectives in decision making processes impacting curricular and assessment activities province-wide.

The Provincial Patient Programs Senior Manager has a provincial scope, provides leadership and dotted-line oversight to a distributed team, and is the primary liaison between curricular leadership and the distributed site Patient Programs teams. The incumbent will promote systematic and clear communication for all provincial colleagues and programming initiatives. The incumbent engages and consults collaboratively with the site Patient Programs teams and leads in the development of training methodology and processes, and has the authority to determine and direct the processes of the Patient Programs in consultation with administrative leadership at each of the sites. The incumbent will support effective communication and collaboration with provincial MDUP faculty as one point of contact related to case development, areas of concern such as community partner safety, and or quality improvement for curricular activities and OSCEs (Year 1-4).

Organizational Status
This role receives direct line management by the local Director Administration for HR matters; collective line management by the four Directors due to the provincial nature of the role, deliverables, quality improvements with regards to operations, strategy, teaming and outcomes.

Work Performed

  • Works collaboratively with site representatives to direct Patient Programs approach to training preparation of curricular sessions and OSCE delivery, and related processes, across all sites (NMP, SMP, VFMP, IMP).
  • Leads regular and strategic meetings for the Patient Programs teams to review and finalize key dates and project timelines and project managed offshoot activities required to meet related goals and programmatic requirements.
  • Develops and documents systems and processes related to Patient Programs curricular and OSCE training, preparation, delivery and post-activity debriefing sessions. Receives and acts on feedback and recommendations to accommodate provincial curriculum and assessment needs and to supports standardized delivery across all academic sites.
  • Acts as liaison to the Provincial Learner Assessment Team (PLAT) on all matters related to SP training and OSCE delivery and ensures site comparability in training materials resources and preparation activities
  • Researches best practices in Patient Programs recruitment, training methodology, ongoing development, continuous quality improvement and develops and shares resources across the teams.
  • Maps full business processes, designs operational and educational process flow, and develops and maintains operational documentation relating to the processes and systems supported by the role with a provincial lens.
  • Builds capacity of the Patient Programs teams by providing opportunities to contribute feedback in the creation of new cases, using an intersectional, trauma-informed and equity, diversity and inclusion-based approach.
  • Identifies opportunities and shapes engagement approach with community organizations and local Indigenous communities to ensure decolonization and Truth and Reconciliation principles are embedded in training activities.
  • Works with other Faculty of Medicine departments to support simulated activities that may require Patient Program contractor engagement. This includes developing new MOU agreements and contracts with research centers, hospital units, and health-education related groups to ensure operational and educational accountability for services rendered within revenue and cost recovery models.
  • Conducts needs assessments and collaboratively develops corresponding program offerings within MDUP site regions, provides direction for communication plans and educational materials for internal and external health-related educational units. This includes web, print and strategic client management communications.
  • Participates in national meetings, shares best practices with the MDUP provincial teams and leads retreats, training sessions to operationalize learning and enhancements.

  • Develops and delivers seminars, tutorials and workshops for the provincial Patient Programs teams; researches and consults with peer institutions and Faculty around best practices in methodology, and implements and updates training, based on need and subject to approval.
  • All responsibilities should be completed from a provincial perspective, considering the unique needs of each site based on frequent communication and regular meetings.
  • Provides reports, statistics and procedural guidelines on an annual and ad hoc basis that support accreditation, strategic initiatives, budgetary implications, program progression and Patient Programs efficacy across all sites.
  • Serves on committees, working groups and ad hoc project teams within the MDUP where work intersects with Patient Programs provincially and supports the engagement of site colleagues on issues related to policy feedback and educational delivery consistency.
  • Provides program support to colleagues during absences.
  • Performs other related duties as necessary in keeping with the qualifications and requirements of the job.


Consequence of Error/Judgment

The impact of error is considerable as the incumbent will be responsible for overseeing the strategy for engaging community members who may have diverse expectations and degrees of understanding with respect to best practices in diversity, equity and inclusion, and whose values may be out of step with human rights legislation and UBC's commitments to Truth and Reconciliation, anti-racism, anti-harassment and anti-bullying policies and legislation. Any errors in direction, messaging, or process could affect student learning, staff, faculty, student and partner safety and have repercussions for the general public and image of the MDUP, Faculty, UBC and partner institutions.

The Provincial Patient Program Senior Manager is required to exercise professional judgment in the undertaking of all responsibilities. Inappropriate actions or judgment could damage the Patient Program's working and contractual relationships with community partners and external collaborators, resulting in the loss of trust, valuable ongoing contracts, and irreparable damage to the reputation of the Program, the Faculty of Medicine, UBC and the partner universities and any associated legal implications of violating the terms of a contract. Inappropriate judgment could also jeopardize confidential assessment material and in turn, invalidate educational assessments or licensure examinations. Financial errors could result in cost overruns, loss of revenue, and significant financial loss for the University. Incorrect recommendations/errors relating to financial issues could result in misuse of operating funds and have major negative financial implications.

The incumbent will have access to highly confidential material, the incumbent must be able to maintain confidentiality appropriately. Many of the projects undertaken by the position involve high-stakes examinations, requiring that good judgment be exercised in dealing with anxious individuals in a stressful setting. The position requires the ability to make decisions quickly and diplomatically under stress. Inappropriate judgment in these situations can result in appeals by learners or the invalidation of the educational experience or exam results. The incumbent provides oversight and direction to a province-wide group where providing opportunities for development, tact, diplomacy, and strong inter-personal skills are required to ensure a well-functioning, integrated and motivated provincial team.

Supervision Given
The role is responsible for recruiting, hiring, and discipline of 1 M&P Case Writer, and provides dotted-line oversight and coordination of MDUP Patient Programs delivery province-wide and is expected to manage related processes and provide programmatic direction and outcome assessment. Provides input to site line managers conducting performance reviews of relevant MDUP Patient Partners program team members

Minimum Qualifications
Master's degree in Education. Minimum of six years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Proven track record within a community engagement or learner-centric professional environment. Inclusive program leadership, as well as thoughtful and strategic team leadership within a University, public, or community organization preferred. Experience working with simulated case management, scenario development and/or medical education is an asset.

Experience working across professional portfolios and priorities within a post-secondary Faculty or service unit considered an asset. Experience engaging with community partners, engaging with policy development and interpretation, post-secondary students, and/or public governing bodies is strongly preferred.

Experience with developing and maintaining a respectful work and learning environment in alignment with UBC and the Faculty of Medicine's Strategic Pillars and commitments related to decolonization and Truth and Reconciliation, and the MDUP's commitments to intersectional engagement with Indigenous and Black Pathways students and community partners.

Experience working with staff, faculty and learners with diverse abilities, gender expression, gender identity, culture, and lived experiences. Demonstrates value for, and awareness of, best-practices in respectful and inclusive collaborator engagement, team skills development and student learner engagement that upholds these practices, commitments, and values.

Experience with, and awareness of, federal, provincial, institutional and Faculty values related to developing and maintaining respectful workplace environments as well as intersectional equity, diversity and inclusion initiatives. Experience promoting and modelling these values among team members and within support services that are provided to students, faculty, and community collaborators.

Experience with promoting healthy, gender inclusive education, training and support for staff and collaborative educational programming partners.

Demonstrated growth in educational leadership responsibilities, including, budgetary, multi-collaborator program development, interpersonal, performance development, professional and unionized team management and collaborator engagement.

Strong and proven anticipatory management skills and ability to make decisions and provide recommendations involving complex issues related to program expectations and boundaries, sexual violence prevention and response, learner outcomes, site-wide program congruency, staffing and team development.

Excellent public speaking skills and ability to synthesize information, develop accessible and approachable learning materials, and provide instruction and direction for community partners, staff, faculty and collaborating colleagues in person, online and in writing.

Experience with developing and implementing educational presentations, training materials, and feedback mechanisms to keep community partners engaged and informed. Demonstrated ability to synthesize strategic outcome data, qualitative and quantitative analysis of projects and initiatives.

Experience managing change in professional work environments and supporting a multi-disciplinary team culture that supports collaboration across functional teams. Excellent interpersonal and diplomacy skills as well as demonstrated ability to work effectively across cultures. Ability to develop, maintain and nurture effective working relationships with students, faculty, staff and community members.
