Job Description:

Position Purpose summary:

The Treatment Assistant Manager - Women's Program is responsible for oversight of Harbour Light's bed-based substance use treatment and recovery services for adult women. They supervise the Women's Treatment counselling and support staff, program implementation, and administrative functions.

The Assistant Manager - Women's Program will work closely with the Treatment Program Manager and act in all respects as the Women's Program Manager in their absence. They will work collaboratively with the Assistant Manager - Men's Program and provide supervisory support to the Men's Program in their absence.

Accountabilities:

The incumbent is responsible for the following range of job duties characteristic, or typical of the job class:

PROGRAM ADMINISTRATION:

• In conjunction with the Treatment Program Manager develops and supervises operating policy and procedure for program and operational requirements
• In collaboration with the Assistant Manager - Men's Program, coordinates Treatment staff meetings, including preparation of agendas and minutes, and creates and distributes monthly program rosters
• Assists the Treatment Manager with Accreditation, program planning and evaluation, and other evaluation and reporting processes required by The Salvation Army and/or funders
• Works with the Treatment Manager, finance staff, and senior leadership to ensure all reporting obligations are fulfilled for government funding partners and/or donors
• Ensures compliance with Community Care licensing and funder requirements, including incident reporting
• Oversees administration of Women's Program funding, including all reporting requirements
• Maintains and audits the department safe, in conjunction with the Senior Accountant
• Handles and ensures the protection of extremely confidential and sensitive employee, client, and program files, including financial documentation
• Opens and distributes in-coming mail and parcel(s) and processes out-going mail including materials of a confidential nature.
• Orders office supplies, medical supplies (such as Urinalysis and Breathalyzer tips), Client workbooks and bus tickets

PROGRAM OPERATIONS

• Assists the Treatment Manager with case management, ensuring that professional clinical practices are in place to provide superior client care with respect to intake, counselling, support, referral, networking and other services, including appropriate use of rehabilitative and disciplinary measures.
• Reviews database and file entries to ensure proper records and files are maintained for each client, make sure counsellors write progress and in-depth reports and provides information on the outcomes of the program and the progress of each client.
• Oversees the Harbour Light Treatment Alumni Program or delegates this to appropriate staff
• Collects, reports, and reviews statistical information for the Women's Program to better evaluate program needs and guide its ongoing development
• May provide short-term emergency coverage for group counselling in the absence of Treatment staff
• Participates regularly in the Reflections schedule, and attends graduation ceremonies and other important milestones and seasonal activities
• Participates in or delegates the conduct of allowable physical searches of client rooms; maintains appropriate records of searches
• Coordinates the ongoing development of the Women's Program to ensure services are trauma-informed, evidence-based, and therapeutically relevant to the needs of female-identifying clients

MEDICATION MANAGEMENT:

• Acts as primary contact for Pharmacists and organizes medication training for new staff
• Acts as liaison between Harbour Light, clients, pharmacy, and Treatment Doctor
• Represents the Women's Program at Medication Safety Advisory Committee meetings; shares responsibility for scheduling, agendas, and minutes with the Assistant Manager - Men's Program
• Ensures proper use of the Medication Room, including correct stock, regular audits, disposal of old medications, client confidentiality, and correct documentation (including MAR sheets)
• Approves funding for medication for Treatment clients
• Completes monthly/bi-weekly carries review
• Reviews and adjusts policies and procedures on medication management as needed
• Addresses issues pertaining to medication management processes and procedures as needed
• Assists clients applying for Pharmacare

EMPLOYEE RELATIONS:

• Primary point of contact for Women's Program clients and staff for problem-solving, concerns, complaints, and as liaison between staff and upper management; escalates issues to Manager as needed
• Supervises frontline staff for the Women's Program, including coordinating their hiring, orientation, training, evaluation, and performance management
• In collaboration with the Treatment Program Manager and Human Resources manages HR-related local matters between/amongst staff and/or clients, including coaching or discipline of staff.
• Responsible for processing payroll for frontline staff in the Women's Program, including tracking absences, vacations, lieu days, leave of absences, etc. and reviewing vacation, sick, and lieu day requests for approval
• In conjunction with HR Advisor and Treatment Program Manager, follows up with WorkSafeBC reports and claims and other incident reports.
• Coordinates team building and training for Treatment Program staff

INTERNAL & COMMUNITY NETWORKING:

• Coordinates female-identifying panelists or chairpersons for 12-step (AA/NA) evening programming
• Establishes strong working relationships with other community agencies serving women throughout the Lower Mainland, to facilitate successful and collaborative referral processes
• Participates in management meetings and interdepartmental meetings
• Ensures staff and clients are aware of spiritual resources, including Reflections, Chaplaincy services, Sunday worship, etc., and that clients are assisted by staff in accessing Chaplaincy services
• Identifies and pursues opportunities for community networking and program improvement
• Engages with outside providers and stakeholders to promote the Treatment Program
• May represent Harbour Light at community events, including information fairs, conferences, etc.
• May oversee practicum students and volunteers, including their orientation process

MANAGERIAL/Technical Leadership RESPONSIBILITY:

• Reports directly to: Treatment Program Manager
• Direct reports for this position: approximately 5 FTE unionized employees, including the Intake Caseworker/Counsellor, Addictions Counsellor, Peer Support Workers.
• The Assistant Manager - Women's Program may provide supervision to other members of the Treatment program team in the absence of the Assistant Manager - Men's Program (e.g. vacation coverage).
• The Assistant Manager may provide supervision to volunteers and/or practicum students.

FINANCIAL AND MATERIALS MANAGEMENT:

• Access to highly confidential and private information.
• The Assistant Manager may assist in preparation of annual budgets and revenue projections for the department and may assist with monitoring the department budget monthly.
• The Assistant Manager is regularly involved in financial matters including but not limited to oversight of client fees, authorization of reimbursements or petty cash expenses, approval of client honoraria.
• The Assistant Manager is responsible for managing program office supplies and medication room supplies.

WORKING CONDITIONS:

• Hours of Work: Monday to Friday, 8:00 a.m. to 4:00 p.m. This includes 7.5 paid hours and 0.5 hours unpaid lunch break.
• The Assistant Manager is on-call 24/7 for emergency matters affecting departmental staff and clients. The on-call schedule rotates between the Manager and two Assistant Managers, typically on a weekly basis.
• The Assistant Manager works in an office within the residential substance use community care facility, located in the downtown eastside of Vancouver.
• This position requires 0-10% travel, as this position may occasionally support VHL at community fairs/events within the Lower Mainland.
• The position involves generally agreeable conditions; however, risks may include:
  • Physical or verbal aggression from others (e.g. angry people, people in crisis, etc.)
  • Possible exposure to drugs, alcohol, weapons, or other prohibited items
  • Possible exposure to sharp objects (i.e. needle sticks, knives and other weapons)
  • The Assistant Manager must follow precautionary measures and all health & safety policies, including but not limited to:
    • Universal precautions
    • WHMIS, Mental Health First Aid, and Non-violent Crisis Intervention training
    • Proof of immunization for Hepatitis B and Tuberculosis; proof of TB testing (licensing requirement); proof of vaccination against COVID-19 (Provincial Health Order requirement)

Education, Qualifications and Certifications:

• Post-secondary diploma in Social Services, Psychology, Coaching, or related field.
• Member in good standing with a Canadian counselling certification body, holding a designation such as ICADC, RCC, RPC, or equivalent is a strong asset.*
• Ability to receive enhanced federal reliability status to work with federal correctional clients
• Ability to receive and maintain Criminal Record Review Program vulnerable sector clearance
• Current Certification or willingness to obtain certification in:
  • First Aid/CPR
  • Non-Violent Crisis Intervention (or equivalent)
  • Mental Health First Aid
• Documentation confirming compliance with the Province's immunization and tuberculosis control program, per Residential Care Regulations
• Proof of COVID vaccination, as required by the current version of the "Hospital and Community (Health Care And Other Services) Covid-19 Vaccination Status Information And Preventive Measures" Provincial Health Order

*Please note: candidates who are working towards a counselling certification, may be considered based on demonstrated equivalent combination of significant skilled knowledge, relevant professional experience, and lived experience.

Experience and Skilled Knowledge Requirements

• At least three years of related experience
• At least two years of experience in recovery-focused substance use/addiction treatment services
• At least two years of experience in a direct service (frontline) or management role serving women/female-identifying clients
• At least one year of related supervisory experience, preferably in a unionized environment
• Comprehensive knowledge of evidence-based, trauma-informed practices in addictions treatment, the principles of recovery, and motivational interviewing
• Experience in a community care licensed facility is an asset
• Lived experience is an asset; a minimum of three (3) years of stable recovery

Skills and Capabilities:

• Criminal Record Review Program clearance to work with vulnerable adults
• Strong understanding of the needs, strengths, challenges, and opportunities for women in the DTES, including substance use, mental health, homelessness, and gender-based violence

• Demonstrated ability to provide a healthy, safe, non-judgmental space for women accessing social services and/or residential care
• Strong interpersonal skills, including coaching and/or conflict resolution skills
• Ability to communicate effectively and professionally in writing and verbally in English
• Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility
• Strategic thinking and planning, creative and collaborative problem solving
• Clear, consistent, and values-oriented decision-making
• Strong skills in Windows, Microsoft Word, Excel, Outlook, and client database systems
• Experience with UltiPro, Workday, or other HRIS is a significant asset
• Experience with CAMS (Case Administration Management System) is a significant asset
