Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Leads a team of technical and clinical support staff in the provincially integrated delivery of diagnostic operations. Inspires and leads laboratory and imaging staff across the organization to embrace and adopt integrated, patient-centred care pathways and service delivery models. Provides service-delivery focused operational leadership to laboratory and imaging operational services, partnering closely with the senior leadership of the diagnostic operations (Discipline team) and executive (Provincial Medical Specialty Leads of Laboratory Medicine and Imaging & Executive Directors - Provincial Lab Operations & Imaging Operations) to support the operation of a leading edge, efficient, and high-quality service in line with the values of the organization.

Reporting to the Executive Director of Lab Operations (and dotted line reporting to Executive Director DI Operations), the Diagnostic Services Director is an integral member of the Shared Health Diagnostic Services leadership team, providing operational leadership and management for the diagnostic services in the Northern and Churchill Regions.

The Diagnostic Services Director participates in planning, budgeting, policy settings and quality improvement activities to ensure Shared Health is providing a quality service that is efficient, effective and accessible. The Diagnostic Services Director collaborates with the provincial Shared Health leadership team, the hospitals, and Regional Health Authority administration to achieve these goals.

The Diagnostic Services Director is required to participate in the activities of Administrator-on-Call (AoC) roster. In this capacity of AoC, you are assigned 1 week of AoC in rotation with other leadership (24/7 for the week Monday 8 a.m. to the following Monday 8 a.m.). For compensation for each week, you are given an additional Discretionary Leave day. Typically, AoC is scheduled as 1 week in every 3 months.

The successful candidate will ideally be located in Thompson, Flin Flon or The Pas; however, other locations within the province would be considered. For anyone not living in the North, travel will be expected to be 50% of daily work hours. The Diagnostic Services Director will be required to travel between their home base office and the northern sites, including Churchill to be able to attend to site activities occurring to provide an in-person presence.

The requirements below are of the ideal candidates -candidates who have comparable leadership/management experience in service delivery will also be considered

Experience

  • 7 years of progressive management experience leading a broad spectrum of service deliver operations in a large, service delivery organization. Ideally, this experience is in Diagnostic Service delivery or publicly-funded healthcare, and includes the following:
  • 5 years of direct service delivery across one or more assigned geographic areas, such as:
    • primary health and community diagnostic services (Lab and Diagnostic Imaging).
    • acute inpatient, specialty care and complex ambulatory settings.
    • integrating innovative diagnostics-based care models to optimize efficiency and to deliver high quality care.
  • 3 years of management experience leading a health service (ideally, laboratory and/or Imaging, and/or non-invasive cardiac testing).
  • 3 years of experience participating in operational planning, implementing operational directives, and achieving formal quality, patient safety, service integration and partner collaboration goals and objectives.
  • 3 years of experience building and leading a high-performing team in a service organization including influencing and collaborating with senior management.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a relevant health discipline from an accredited education institution;
  • Post-graduate degree is an asset.

Certification/Licensure/Registration

  • Active member of an associated regulatory body as appropriate.

Qualifications and Skills

  • Demonstrated comprehensive senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10kgs (25 pounds).
  • Interruptions to respond to questions from senior management in the organization, third-party compliance bodies, and vendors are common; incumbent is able to schedule dedicated and focused time for planning and concentration.
  • Must have a valid Manitoba driver's license and use of a personal motor vehicle for regular travel within the province.
  • Must be able to serve with other leaders in an on-call rotation.
