Position Overview

Under the direction of the Executive Clinical Leader/CNO or designate, the Director Health Services, Acute Care Programs, is responsible for leadership, program development, coordination and evaluation of the Acute Care clinical and support all programs in the acute care portfolio including Ophthalmology Program, Minor Injury and Illness Clinic (MIIC), Sleep Disorder Centre, Oral Health Program, Medical Device Reprocessing and Clinical Resource Team. This position reports to the Chief Nursing Officer and works collaboratively with the Interdisciplinary Team within a matrix program management model and with the Winnipeg Regional Health Authority Programs.

Fosters an environment that facilitates teamwork, cooperative, collaborative relationships, innovation, creative change and the delivery of optimal levels of patient care.

In collaboration with Managers of Health Services and Program leads, the Director, leads the staff in obtaining positive patient outcomes through the development of interdisciplinary quality standards and the incorporation of the principles of continuous quality improvement.

Experience

  • 5 - 7 years of recent progressive management experience leading a broad spectrum of health services including:
    • 5 years of direct clinical services delivery across one or more assigned geographic or clinical areas of health care, such as:
    • primary health and community services including population health, health promotion and illness prevention for diverse populations across the human lifespan.
    • acute inpatient, specialty care and complex ambulatory settings.
    • integrating innovative community-based care modes (such as home care, primary care, etc.) to optimize healthy aging, health restoration and maintenance, and to deliver high quality care in the areas of chronic disease, palliative care, community mental health, rehabilitation and/or long-term care.
    • 3 years of management experience leading an interdisciplinary health service.
    • 3 years of experience participating in operational planning, implementing operational directives, and achieving formal quality, patient/client/resident safety, service integration and partner collaboration goals and objectives.
    • 3 years of experience building and leading a high-performing, interdisciplinary team in a health services delivery organization including influencing and collaborating with senior management.
  • Clinical and administrative experience in acute care is essential.
  • Program planning and evaluation experience is essential.

Education (Degree/Diploma/Certificate)

  • Baccalaureate degree in Nursing is required.
  • Graduate of Master's degree relevant to Health Services required.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member of an associated regulatory body as appropriate.

Qualifications and Skills

  • Demonstrated comprehensive leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Knowledge of:
    • Relevant professional regulatory requirements including standards and scope of practice for direct reports.
    • Relevant legislated acts including but not limited to Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Health & Safety Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions).
    • Relevant Collective Agreements.
    • Working with individuals from diverse cultural, social and ethnic backgrounds.
    • Regional/site/unit policies, procedures, protocols and guidelines relating to: clinical care, administrative, financial, and human resource management.
  • Works within the Centre's core values, philosophy, vision, strategic and quality plans and goals, policies and procedures.
  • Exemplary communication skills and knowledge of inter-organizational relationships.
  • Applied knowledge in budget development and statistics.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg (25 lbs.).
  • Incumbent demonstrates ability to prioritize work, deal with interruptions, re-prioritize as required and ensure dedicated/focused time for strategic planning.
  • Travel to other health care facilities within the SDO may be required.
  • A valid Class 5 Manitoba driver's license and access to a personal motor vehicle are required.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
