Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Shared Health is committed to a diverse and representative workforce; this position is designated to individuals with Indigenous ancestry (First Nations, Inuit, Métis).

Reporting to the Director of Care Supports and Education, the manager is responsible for providing leadership in Indigenous Health services including capacity building, strengthening existing relationships, collaborating with Indigenous partners as well as the ongoing administrative and clinical supervision of assigned provincially focused services within the Mental Health and Addictions area. The manager will participate in and contribute to the development, implementation, operation and evaluation of programs. Ensures that a client-centered philosophy and approach is maintained, enhanced and integrated into the development, provision and support of Shared Health Mental Health & Addictions programs and services.

Main Functions:

  • Develops meaningful relationships with Indigenous governments, partners, organizations and communities to advance accessible, culturally safe and anti-racist healthcare services. Leads and coordinates collaborative efforts to include Indigenous perspectives and traditional practices into the health care system. Enables local, regional and provincial agreements to collaborate on Indigenous-led health priorities of First Nations,Métis and Inuit Support the alignment and implementation of Indigenous-led health services.
  • Balances traditional Indigenous knowledge and world views with western knowledge to bring Indigenous voice and perspective to Shared Health, Mental Health and Addictions and introducing Indigenous perspectives and Etuaptmomk (Two-Eyed Seeing) in the planning and delivery of services.
  • Collaborates with clinical leadership and internal and external stakeholders to ensure safe, effective and appropriate support through a clinical quality and patient safety lens that will shape an environment for clinical education and service excellence.
  • Collaborates to design equitable and timely health services and supports planning to overcome jurisdictional barriers to provide culturally safe care. Focus is on designing and supporting continuum of care for Indigenous patients and families across multiple jurisdictions, including territorial, provincial, federal and community. Adheres to data sovereignty principles including implementing data-sharing agreements, and integrated IT systems (digital roadmap) to streamline and support access to care closer to home.
  • Supports the development of a provincial Indigenous-specific anti-racism framework, including policy and procedures, and participates at the provincial table. Supports the development and implementation of anti-racism action plans aligned with legislation and guidance calls, as well as provincial accreditation standards including governance standard that addresses Indigenous-specific racism.
  • Enables the development of culturally safe and anti-racism healthcare governance and accountability frameworks and other guiding documents that integrate Indigenous rights and governance structures. Works with leadership to ensure provincial accreditation standards, legislation and guidance, and the provincial IH Operating Model are implemented. Supports health teams in fulfilling accountability requirements.

Experience

  • 5 years of progressive management experience leading health services in a large, publicly funded health services delivery organization including:
    • 3 years directly related clinical experience working with local, regional and provincial partnerships to address Indigenous health priorities of First Nations, Metis and Inuit Peoples; addressing system-level gaps (racism jurisdiction) and advocating for systemic issues in health services.
    • 2 years of supervisory or management experience in an interdisciplinary and/or unionized team environment.
    • 2 years' experience implementing program planning, development and evaluation.
    • Experience working with provincial Indigenous organizations and agencies such as First Nations, Tribal Councils, Manitoba Inuit Association, Manitoba Métis Federation, Urban Indigenous Associations, Assembly of Manitoba Chiefs, Southern Chiefs' Organization and Manitoba Keewatinowi Okimakanak.
    • Experience and/or knowledge of Indigenous Services Canada (ISC) and the relationship between ISC and the Manitoba health care system is an asset.
    • Experience with incorporating traditional healing practices in the delivery of health services.
    • Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in relevant health discipline from an accredited education institution (i.e. BSW, BSc.MH, BSc.PN, BN) required.
  • Master's prepared (MSW, MOT, MSc.PN, MN, MA (Psychology), MPH, etc.) is considered an asset.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate.
  • Valid driver's licence.

Qualifications and Skills

  • Demonstrated ability to relate effectively to a variety of people from diverse backgrounds.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba's Path to Reconciliation Act (2016).
  • Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for reconciliation.
  • Experience implementing Indigenous cultural safety and anti-racism priorities and actions from inquests and reports (i.e. Jordon's Principle, Joyce's Principle and Brian Sinclair Inquest).
  • Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.
  • Proficient in written and verbal communication and collaboration, adept at building relationships with Indigenous partners. Skilled in developing and presenting findings to varied audiences.
  • Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Knowledge of Mental Health and Addictions and Co-Occurring Disorders.
  • Knowledge of the provincial health system.
  • Collaborative leadership capabilities.
  • Research, program development, training, education, evaluation skills.
  • Systems thinking, continuous process improvement skills.
  • Change management knowledge is an asset.
  • Knowledge and experience in the area of human resource management, budgets and financial reporting.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives, and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled.
  • Must have a valid Manitoba driver's license and use of a personal motor vehicle for regular travel within the province.
