The Mint is hiring a Program Manager- Emergency Response who can thrive in a dynamic and inclusive environment.

Reporting to the Senior Manager, Training, Standards & Governance Security, the Program Manager, Emergency Response is responsible for ensuring the safety and security of people and assets at the Royal Canadian Mint (RCM). This includes, developing and coordinating all emergency management activities, including prevention, mitigation, preparedness, response and recovery. This role involves leading the Emergency Management Program, creating contingency plans, ensuring the availability of critical services and managing EM-related projects. In addition, the Program Manager, Emergency Response, will represent Protective Services in emergency preparedness and business continuity efforts, building relationships with partners, stakeholders and external agencies.

Your Responsibilities:

  • Strong experience in leading, developing and implementing emergency management programs, policies, frameworks, and contingency plans.
  • Proficiency in analyzing and quantifying security risks, as well as supporting risk-based evaluations for preparedness and recovery strategies.
  • Ability to manage emergency management-related projects, ensuring compliance, identifying risks, and improving policies and procedures.
  • Experience in overseeing emergency and incident response activities, including post-incident reviews and corrective action planning.
  • Competence in designing and maintaining training programs, response plans, and conducting emergency exercises (e.g., table-top scenarios and full-scale drills).
  • Strong capability to collaborate with internal business units, external stakeholders, partners, and agencies to ensure seamless operations.
  • Ability to provide detailed updates, prepare presentations for committees, and effectively communicate with diverse audiences.
  • Skilled in identifying and operationalizing alternate Security Operations Centre (EOC) sites and supporting corporate incident management systems (C-IMS).

This opening is to be filled on a hybrid working arrangement, and the incumbent will be required to work from the Ottawa or Winnipeg location generally on an average of 3 days a week which could change based on operational requirements.

Qualifications:

Languages Requirements:

  • An advanced level of bilingual proficiency in both official languages (English / French) is required at the time of hire. If a bilingual candidate is not identified, other candidate language profiles may be considered in accordance with the Mint’s Staffing Policy.

Education & Designation:

  • University degree or post secondary related to emergency management.

Experience:

  • Minimum of 7 years of related Emergency Management Planning experience
  • Familiarity with Canadian and International EM standards & practices.
  • Knowledge of Government of Canada EMP and BCM programs, frameworks and policies.

Additional Qualifications:
