Horizon Health Network in beautiful New Brunswick is looking for a Clinical Director - Women & Children's Health to join our team!
Horizon Health Network (Horizon) is seeking a strategic, motivated, and innovative individual to join our team as a Clinical Director - Women & Children's Health. This position is responsible for overseeing all aspects of Women and Children's health and will work in partnership with the Clinical Department Heads of Obstetrics & Gynecology and Paediatrics to provide overall responsibility and accountability for the delivery of these services.

Who you are
- Masters Degree in Health Administration, or a Health Discipline (consideration may be given to those with a Baccalaureate Degree in one of the Health Care disciplines) and considerable progressive responsible administrative and management experience in health care field, or any equivalent combination of skill and experience.
- Demonstrated ability to effectively deliver interdisciplinary health service programs.
- Commitment to a patient-focused, action-oriented environment.
- Demonstrated skills in visioning, coaching, mentoring, leading, facilitating, team-building, negotiation, decision-making, and conflict resolution.
- Demonstrated ability in planning, budgeting, and information analysis and reporting.
- Good health and work record.
- Ability to establish priorities, and frequently deal with matters of confidentiality and/or sensitivity requiring maturity, diplomacy, discipline, and tact.
- Ability to travel throughout the Area and the Province, and must have a valid New Brunswick Drivers License, and valid Canadian Passport.

What you will do
In conjunction with the Clinical Heads (Paediatrics, Obstetrics/Gynecology) Fredericton/Upper River Valley Area, the Clinical Director will:
- Develop a strategic plan and the annual operational plan.
- Develop the program(s) quality improvement and effectiveness plans.
- Develop program goals and objectives consistent with the Mission, Vision and Values of the Horizon Health Network
- Establish process for delivering the program(s).
- Establish program policies and procedures.
- Arrange with regionalized departments to obtain the necessary support services for the program(s)
- Determine the specifications for the resources required.
- Maintain appropriate patient referral mechanisms.
- Establish structures which allow support services personnel to function effectively.
- Establish program and inter-provincial communication mechanisms.
Program Delivery & Evaluation:
- Deliver the Program consistent with the Guiding Principles of Organizational design.
- Deliver the Program within the allocated resources.
- Promote a milieu conducive to open communication, positive attitude, and optimum team member development.
- Ensure mechanisms are in place within the program for promptly addressing patient comments, questions or concerns.
- Measure and evaluate program effectiveness and patient outcomes.
- Ensure the program actions related to program effectiveness and patient outcomes embody the principles of continuous improvement.
- Prepare, on request, reports for presentation to various administrative and board committees as well as the Department of Health and Wellness.
Professional Standards:
In conjunction with the Clinical Heads (Paediatrics, Obstetrics/Gynecology), the Clinical Director will:
- Ensure that professional practice standards for the delivery of patient care are maintained by the appropriate managers.
- Address the resolution of professional practice issues through the Department Managers, Clinical Department Heads, or Director of Nursing Professional Practice, as appropriate. Issues concerning Physician Practice Standards will be referred to the Clinical Department Head.
- Work within the Clinical Director Group of the Fredericton/URV Area and with the Executive Director to ensure collaboration and patient continuity of care across all program areas is maintained and enhanced.
- Actively participate within the Women's & Children's Networks of Horizon Health Network and other Committees established where participation is desired.
Accountability:
- The Clinical Director of Women & Children's Health Program is directly accountable to the Executive Director of the Saint John Area, and through this reporting relationship, to the Vice-President of Clinical Services for Horizon Health Network.
- The Clinical Director will maintain an ongoing collaborative relationship with the Clinical Heads (Paediatrics, Obstetrics/Gynecology) and all other stakeholders, including community stakeholders.
Specific Horizon Health Network Responsibilities:
- Assumes regular responsibility for Administrator On-Call for Fredericton/URV Area as per established schedule.
Note: The above responsibilities are the basic and prime duties; related and allied duties may be assigned from time to time as may become necessary for the operation of the programs.
