About the Opportunity

Reporting to the Manager, Planning, Quality & System Performance, the System Lead, Policy & Planning, Public Health is responsible for advancing strategic and operational priorities that facilitate system transformation and support advancement of integrated, safe, high quality and sustainable Public Health programs and services across Nova Scotia. This provincially focused position provides leadership around health equity, workforce planning, evidence gathering, policy, planning and quality management, within Public Health for the purposes of accountability, decision making and quality improvement. The Systems Lead is responsible for the day-to day operations of initiatives and strategic change projects, working with Public Health teams and system partners to oversee the successful implementation of projects and strategic initiatives to support excellence, PH priorities and goals.

This position provides provincial leadership around the application of the Health Equity Framework to the Public Health system. This position leads and coordinates the development and maintenance of Public Health's Operations Manual and other priorities assigned under the direction of the Manager, Planning, Quality and System Performance.

This position will demonstrate strong background and knowledge of the Public Health system, integration, system design, quality improvement, and the delivery of effective change management processes and practices.

Please note this position is provincial in nature, therefore a balance of remote and onsite presence is required. Some travel is required.

About You

We would love to hear from you if you have the following:

  • Bachelor's degree in public health, health promotion, community development, health administration or other relevant field with 5 years relevant experience with an emphasis on progressive leadership, planning, policy and quality improvement is an asset
  • Masters in public health, health promotion, community development or equivalent with an emphasis on progressive leadership, planning, policy and quality improvement is an asset
  • Strong understanding of equity, diversity, inclusion, reconciliation and accessibility concepts and principles. Knowledge and understanding of working with priority populations
  • Eligible for registration with relevant health discipline/college or association is an asset
  • Certification or additional training in Quality Improvement, Design, Thinking, Process Mapping, IAP2, Project Management and/or Change Management as asset.
  • Demonstrated knowledge of Public Health, health promotion and determinants of health
  • Demonstrated experience in policy development, program development, project management, implementation, monitoring and evaluation
  • Demonstrated experience in quality Improvement, process mapping and engagement an asset
  • Demonstrated exceptional interpersonal and communication (oral, written and presentation) skills including the ability to work collaboratively with various professional and community individuals, demonstrating a high level of judgment, tact, creativity, diplomacy, discretion and confidentiality
  • Demonstrated ability to build and maintain effective collaborative relationships and partnerships with stakeholders and clients, including physicians and stakeholders across multiple governance structures
  • Evidence of the ability to understand and apply the principles of knowledge exchange and change management to support change within the service
  • Physical and mental capabilities to perform the duties of the position such as working irregular hours and under pressure to meet strict deadlines; ability to keep projects operating concurrently
  • Valid Nova Scotia Driver's License and access to reliable transportation as travel is required

Hours

  • Permanent Full Time / 100% FTE/ 75 Hours Bi-weekly

Compensation and Benefits

$40.15 - $50.19 Hourly

Successful candidates may be eligible for our benefits package which includes health, dental, travel, long-term disability, and life insurance coverage as well as a defined benefit pension plan. (Permanent Long Assignments Only)
