POSITION SUMMARY:

The role of the Project Manager IT is to manage larger scale, often complex, high profile and potentially higher-risk IT business projects on time and within budget. In addition, the Project Manager IT will be a contributor to the continuous improvement and usage of project management best practices, processes and procedures and, be a mentor and advisor to more junior Project Managers IT. The Project Manager IT is an example, coach and champion to senior leaders in the organization of the importance and business value of structured project management disciplines and processes. They work closely with Senior Management within the technology department, steering committees, vendors, consultants, and other key stakeholders to ensure strict compliance with budget and project timelines.

POSITION RESPONSIBILITIES:

  • Activity A: Strategy and Planning
    1. Create detailed project plans, including project schedule, resource planning, project monitoring & control activities, resolution processes, communications, risk & issue management, and status reporting.
    2. Ensure business requirements are clear and complete.
    3. Plan all project deliverables including scope, goals, milestones, key success factors, and changes required.
    4. Produce project plans to include scope, stakeholder list, schedule, charter, budget, risk, mandatory documents, missions, goals, tasks and resource requirements.
    5. Plan and lead complex projects throughout the entire project lifecycle
    6. Manage project change requests as needed and resolve project issues, dependencies and conflicts and break down project barriers (escalate when required).
    7. Define project success criteria and disseminate them to project stakeholders throughout the project life cycle.
    8. When appropriate, consult with clients to identify IT solutions, advise on technical issues, and provide recommendations to management and staff regarding alternative system strategies or solutions.
    9. Identify and plan for organizational impacts that will result from the implementation of business solutions.
  • Activity B: Acquisition and Deployment
    1. Draft and submit budget proposals and recommend subsequent budget changes where necessary.
    2. In collaboration with resource managers, provide input/guidance/feedback on the execution of project tasks assigned to project team members, including task prioritization and resource conflicts.
    3. Ensure that all operational support requirements are met and delivered.
    4. Lead vendor discussions and negotiations, ensure contractual terms and conditions comply with those of SE Health for high value, high profile projects.
    5. Create project closure documents and lead project closure meeting.
  • Activity C: Operational Management
    1. Collaborate with process owners, analysts, consultants, and other experts to manage project tasks.
    2. Obtain written acceptance from IT management and stakeholders of all documents and deliverables as agreed to in the project plan.
    3. Maintain a complete library of project documentation.
    4. Regularly report project progress to steering committees, senior executives, project stakeholders and sponsors.
    5. Proactively manage changes in project scope, identify potential risks, and devise contingency plans.
    6. Coach, mentor, and supervise project team members and contractors; influence them to take action and accountability for their assigned work.
    7. Plan, facilitate or lead meetings with team members, IT managers, sponsors or senior executives.

QUALIFICATIONS:

    1. Minimum 8 - 10 years direct work experience in a project management capacity, at least 5 years of which delivered IT solutions
    2. Minimum 2 years’ experience leading, negotiating and managing the execution of vendor contracts.
    3. A relevant university degree or college diploma is required.
    4. Strong understanding of project management (PMLC) and systems development (SDLC) lifecycles.
    5. Advanced skills using project management tools such as Microsoft Project.
    6. Designation as a Project Management Professional (PMP) is strongly preferred.
    7. A thorough understanding of both technical and business issues involved with developing and deploying technology products/solutions is required.
    8. Demonstrated ability to lead continuous improvements in business processes.
    9. Demonstrated team, leadership and management skills are required.
    10. Well-developed analytical, planning and problem-solving abilities are required.
    11. Training and certification in organizational change management is highly desirable.

SKILLS/ COMPETENCIES:

    1. Strong organizational and planning skills.
    2. Strong oral and written communication, facilitation and interpersonal skills.
    3. Excellent documentation, interviewing skills.
    4. Ability to manage and collaborate with multidisciplinary teams.
    5. Ability to influence and elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
    6. Takes personal accountability for the progress and success of assigned projects; leads and drives on time delivery
    7. Must be conscientious and reliable with a strong commitment to customer satisfaction and problem resolution.
    8. Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
