JOB SUMMARY
The mandate of the Quality, Epidemiology, Strategy and Technology (QUEST) Service Area is to play an integral role in supporting and informing all public health programming requirements to ensure the application of effective and evidence-informed public health practices, and that Ottawa Public Health (OPH) programs and services are reflective of local population health needs and implemented through key partnerships and communication/knowledge exchange modalities. Programs and service areas include: Population Health Assessment, Health Equity, Operational and Strategic Planning, Evaluation and Evidence-Informed Decision Making, Research, Epidemiology and Surveillance, Quality Improvement, Knowledge Exchange and Digital Health Strategy and Information Technology Support.
You are responsible for supporting the Epidemiology and Evidence team in the management and analysis of population health data. This work will involve obtaining and cleaning data from various sources, organizing, analyzing and interpreting health-related data, preparing technical analyses and reports of health data to monitor health status, program planning and evaluation, and responding to questions about the data and requests for information. You will also have opportunities to collaborate and work with internal staff, external agencies and other Epidemiology colleagues in the province.
EDUCATION AND EXPERIENCE
Completion of 4 year university degree in health science, biostatistics, quantitative geography, economics, or related field.
Minimum of 3 years of related experience working with data and/or quantitative analysis in a data collection, statistical, analytical environment/field.
KNOWLEDGE
- Extensive experience using spreadsheets and databases
- Experience using statistical software including at least one of SPSS or Stata
- Experience using Word, Excel, PowerPoint, Access and other software packages relevant to the analysis and presentation of population health data.
- Familiarity with current public health issues, population health indicators, epidemiological concepts, trend analysis and forecasting techniques
- Familiarity with public health information systems and ability to work with large data sets and utilize a range of information systems
- Knowledge of mapping using geospatial software, i.e. ArcGis, MapInfo, geoOttawa is considered an asset
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
COMPETENCIES, SKILLS AND ABILITIES
- Considerable experience applying basic population health statistical methods
- Considerable skills in the collection and analysis of data. Ability to work effectively with staff at all organizational levels
- Ability to communicate effectively, to prepare written reports and presentations, and to display statistical data in appropriate and understandable formats
- Knowledge of database design
- Ability to undertake independent research and analysis within defined objectives and supervision on assigned projects
- Sound judgment and ability to handle matters of a confidential/sensitive nature
- Excellent organizational skills with the ability to meet changing priorities
- Ability to work as part of a team
- Ability to work in a high pressure environment, take initiative, and respond to competing priorities

- Language Requirement: English oral, reading, writing
