The Ministry of the Environment, Conservation and Parks, Environmental Investigations and Enforcement Branch are seeking qualified individuals to join our Intelligence team.

In this exciting, rewarding and challenging opportunity, you will deliver and conduct operational, tactical and strategic intelligence and collaborate with internal and external enforcement partners to proactively safeguards the environment.

About Us

The Ministry of the Environment, Conservation and Parks is the lead ministry responsible for restoring, protecting and enhancing the environment to ensure public health and environmental quality. The ministry sets clear policies, standards, rules and regulations to protect the environment and encourage conservation activities. Along with monitoring the environment and enforcing these rules, the ministry looks for innovative approaches to complement legislation and regulations.

The Environmental Investigations and Enforcement Branch is the ministry lead for the environmental enforcement program. The branch provides oversight and leadership for investigations of environmental violations for potential punitive enforcement measures (e.g. prosecution), proactive sector enforcement; and forensic/intelligence services.

What can I expect to do in this role?

In this role, you will:
• obtain and evaluate information from a variety of sources in varying formats (e.g. electronic, paper, verbal)
• process, analyze, interpret and report on intelligence and information that identifies compliance and enforcement trends
• research and develop strategies and tactical intelligence within a regulatory compliance setting
• provide assistance to inspectors, investigators and other partners through use of intelligence
• routinely liaise with internal and external regulatory and law enforcement partners
• coordinate the secure dissemination of intelligence and information on environmental activities both internally and externally
• develop and carry out compliance/enforcement projects and associated activities as required

How do I qualify?

Technical Knowledge and Skills

You have:
• knowledge and demonstrated experience in the principles of investigative intelligence gathering, analysis and the creation of operational, tactical and strategic intelligence strategies and products
• knowledge of approaches to gather information and provide intelligence-informed recommendations
• knowledge of how to securely manage sensitive information and recommend appropriate dissemination of intelligence
• knowledge of due process of law, judicial process, rules of evidence and court procedures and related legislative/regulatory requirements (Provincial Offenses Act, Ontario and Canada Evidence Act, aspects of Criminal Code of Canada, etc.)
• knowledge of theory and practices related to environmental management, pollution and pollution control technologies, and environmental legislation/regulations (e.g. Environmental Protection Act, Ontario Water Resources Act, Pesticides Act, etc.)

Analytical, Problem-Solving and Evaluative Skills:

You have:
• reasoning skills to analyze, evaluate and interpret evidence, information and intelligence in relation to alleged contraventions of environmental legislation/regulations to assist in ongoing investigations or new enforcement initiatives
• strong analytical, problem solving and evaluative skills to assemble information and create intelligence reports

Communication and Interpersonal Skills

You have:
• the ability to build relationships within the enforcement community, both internally and externally
• strong oral communication skills to explain interpretations and recommendations
• ability to obtain relevant information from various partners in support of enforcement objectives
• ability to draft various types of correspondence and intelligence reports for a variety of audiences
• experience preparing reports where precision in documenting information is critical to outcomes
• ability to meet deadlines and represent the interests of the ministry's intelligence program on committees and working groups
• interpersonal skills to work well within a team environment and collaborate with peers

Computer Skills

You have:
• experience using computer applications and data management tools (including Word, data processing, spreadsheets, graphics, and analytical software) to consolidate and manage information from multiple internal and external sources and prepare reports
• experience using computer applications to perform analysis and prepare recommendations, documents/briefings, and multi-media presentations.
• ability to search for electronic information in enforcement tracking systems and related databases
