Job Summary:

The Program Manager will oversee the day-to-day operations of the HART (Homeless Addictions and Recovery Treatment) Hub, ensuring the delivery of high-quality, client-centered services for individuals experiencing homelessness, substance use challenges, and mental health needs. The Program Manager will be responsible for program coordination, staff supervision, and ensuring services align with trauma-informed, culturally responsive, and harm reduction principles. This role involves managing partnerships, supporting data collection and reporting, and ensuring operational policies and procedures are followed, including compliance with funder requirements and organizational and legal obligations.

The Program Manager will work closely with leadership, partners, and clients to foster a collaborative, inclusive environment and support continuous improvement efforts.

Job Requirements:


Education and Experience:

  • Bachelor's degree in social work, public health, health administration, or a related field (Master's degree preferred).
  • Minimum 5 years of experience in managing or coordinating programs in community health, mental health, addictions, or social services.
  • Demonstrated experience supervising multidisciplinary teams in a high-pressure environment.

Leadership and Coordination:


  • Strong leadership skills with the ability to mentor, support, and guide a diverse team.
  • Experience managing program logistics, including scheduling, staffing, and resource allocation.
  • Demonstrated success in fostering an inclusive and respectful workplace environment.
  • Plays a key role in human resource management including recruitment, onboarding, coaching and supervision, performance management, scheduling and health and safety.
  • Leads by example in making decisions and solving problems which mitigate risk in situations which are complex and ambiguous, using data to support decision making.
  • Demonstrates consistency, fairness, and promptness in decision making and communicates decisions in a transparent and clear manner.
  • Inspires teams and individuals to achieve significant beneficial outcomes by focusing on integrated approaches and protocols which always support safety and respect.
  • Chairs and organizes team meetings, sets agendas, facilitates discussion and information flow; promotes and enhances team functioning through support, coaching and conflict resolution.

Program Development and Delivery


  • Supports staff in the delivery of high-quality services and programs to clients which meet their needs, support safety and appropriate infection control/transmission issues, and are within legal and organizational policies and procedures.
  • Works with the Manager to ensure timely and accurate reporting of various outcome requirements and measures.
  • Works with the Director to support program development, planning, and evaluation.
  • Ensures program policies and procedures are updated on a regular basis.
  • Informs and assists the Director in meeting the changing needs of the community

Operational and Program Management:


  • Strong organizational skills to oversee daily operations and ensure compliance with policies, procedures, and safety standards.
  • Experience developing and implementing program policies and workflows.
  • Develops and monitors program budgets and assists in preparing reports.
  • Supports data collection and analysis to support new funding requests.
  • Liaises with funders, management, and community partners.
  • Ability to monitor program outcomes, analyze data, and produce reports for funders and stakeholders.

Knowledge and Skills:


  • In-depth understanding of trauma-informed care, harm reduction, and culturally responsive service delivery.
  • Familiarity with equity, anti-racism, and anti-oppression frameworks.
  • Excellent communication and conflict resolution skills, with the ability to engage effectively with clients, staff, and partners.
  • Familiarity with a range of harm reduction services, including outreach, health promotion, drop-in, case management, addiction medicine, supervised consumption, and clinic-based services.

Partnership and Collaboration:


  • Experience working collaboratively with community partners, government agencies, and service providers.
  • Ability to build and maintain strong relationships with external stakeholders and represent the program in community meetings.

Additional Requirements:


  • Flexibility to work some evenings or weekends, as needed.
  • Familiarity with Ottawa's community health and social service landscape is an asset.
  • Bilingualism (English/French) or proficiency in other languages relevant to the client population is an asset.
