The Database Administrator, IT Operations provides tier2 (DBA) level technical support and subject matter expertise in providing Database Management for Digital Excellence in Health's mission critical, 24 x 7 services.

The Database Administrator is responsible for supporting projects and new initiatives and performing keep the lights on activity for databases services. This includes keeping up to date on database technologies and tools, database currency activity, high availability and disaster recovery for critical electronic health records.

The Database Administrator provides support of new initiatives and projects while interacting with Project/Program Managers, Business partners, technical Leads, and Service Managers.

Here is what you will be doing:

  • Guides and influences product owners and vendor partners to align database solutions to Ontario Health's digital vision.
  • Collaborates with peers and other technical and product teams to elevate the breath and scope of knowledge of database design, and best practices, and support the development of data models and documentation.
  • Collaborates with other DBAs to understand and translate operational business requirements into effective infrastructure designs, resolve business rules, information and application conflicts involving shared services, applications, and resources.
  • Contributes to the development of infrastructure processes, procedures, templates, etc.
  • Works with product management to support roadmaps and architectural alignment to ensure delivery of project objectives.
  • Provides alternative solutions to solve technical and some business problems.
  • Maintains ownership of service quality for their contributions for assigned work.
  • Fosters sustainable, trusted relationships with stakeholders, partners, colleagues, and superiors.
  • Acts as subject matter expert to stakeholders in specialized areas such as databases and database management.
  • Acts as a subject matter expert for OH partners to support understanding the use of database products and services.
  • Works with internal stakeholders to understand business needs across OH and their impact to specific products/portfolios.
  • Identifies and escalates issues and works with clients to ensure adherence to application database management and quality standards.
  • Provides thought leadership within a product.
  • Guides and influences project team to align and build with an eye to OH's architectural principles and industry best practices. Identifies project dependencies (internal - product, external - dependent products) for planning and delivery.
  • Within assigned domain/project, participates with project teams with currency upgrades as per Technology Road Map. Executes planned pathing and upgrades.
  • Influences and guides developers related to database best practices and principles.
  • Collaborates with peers and programs/partners to ensure alignment of database practices, patterns, and solutions.
  • Identifies opportunities, impacts and transformations required to realize their value and assess their implications on the future state of specific products or portfolios.
  • Stays abreast of business, technology, database design trends.
  • Works with internal stakeholders and external vendors.
  • Maintains awareness that databases are foundational to all our health care applications any error would impact patient care.

Here is what you will need to be successful:

Education and Experience:

  • Bachelor's degree in Health Information Management of a related field
  • Directly/indirectly related work experience representing continuous learning required for someone to perform this job competently is seven or more years in IT with minimum three years as a seasoned DBA or equivalent technical specialist on product/service/technology/health care domain(s).
  • Understanding of Ontario Health business, goals, and mandate and how it applies to the provincial health care system.
  • Knowledge of Ontario Health, and the broader Ontario health care sector IT systems to ensure product dependencies are identified and managed.
  • Knowledge of Database disciplines such as Business, Application, Information, Infrastructure, Privacy and/or Security.
  • Knowledge of service management, control, and architecture frameworks such as ITIL.
  • Database and experience in the following:
    • Microsoft SQL Server (versions 2016/2017/2019/2022) databases
    • Microsoft SQL Server administration, installations, configuration, backups and recovery, upgrades, and patching
    • Microsoft SQL Server performance tuning, monitoring, troubleshooting, capacity planning and optimization of SQL Servers
    • Microsoft SQL Server High Availability options such as Always ON Availability Groups (AAG) and Failover Clustering
    • Microsoft SQL Server Integration Services (SSIS)
    • SQL Server Analysis Services (SSAS)
    • SQL Server Reporting Services (SSRS)
  • Experience with Windows Server Administration.
  • Experience in scheduled maintenance and deployment/release activities.
  • ITIL certification V3 / V4 Foundation.
  • Knowledge of Public Sector procurement legislation, policies and practices.
  • Good understanding of tools and techniques for managing changes, incidents and problems (BMC Remedy or another similar tool).

Knowledge and Skills

  • Ability to understand and translate tactical and operational business requirements into effective database designs.
  • Ability to apply IT privacy and security standards, principles, and regulations applicable to health database solutions.
  • Ability to apply health information management.
  • Ability to work on, prioritize, and deliver projects/initiatives according to agreed-upon timelines amidst constantly changing priorities.
  • Facilitation, negotiation, and communication skills, both orally and written, in support of internal partner engagement, delivering presentation material, designing documents and/or training material for technical audiences.
  • Technically savvy with business understanding and the ability to communicate to internal business stakeholders and technical staff alike to build consensus and resolve technical issues and conflicts.
  • Ability to understand disparate health IT systems' place in the Health System and compare and contrast solutions and patterns to recommend/propose efficient and effective database solutions.
  • Ability to identify gaps and opportunities within a domain, sector and/or solution.
  • Ability to understand various types of business, privacy, security, and financial risks and collaborate with peers and senior DBAs to define mitigation strategies.
  • Ability to perform work with a medium level of autonomy in setting objectives based on direction from a senior DBAs and/or management.
  • Ability to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically within product/project team.
  • Ability to provide on-call support 24 x 7.
