The Manager - Quality Measurement and Evaluation provides analytics thought leadership and management to Cancer Clinical Programs, Integrated Diagnostics and Genetics, and the Provincial Drug Reimbursement Programs within the Acute and Hospital-Based Care portfolio. The Manager possesses a combination of clinical subject matter expertise, methodology expertise, and technical analytic skills and uses this strategic and tactical expertise to produce high-quality, impactful and actionable analytics and reporting that align with OH strategic priorities and addresses all quadrants of the Quadruple Aim. The Manager drives the continual advancement of quantitative, qualitative, and evaluation methods to ensure that OH is at the forefront of the field and is seen as a trusted and capable partner.

This role fosters positive and productive relationships across programs and with managers, senior leaders, decision-makers, clinicians and external partners. The manager applies superb facilitation, communication and interpersonal skills to elucidate the purpose, goals and conceptual frameworks that lay the foundation for the measurement strategies of complex and ambiguous projects; leads cross-program and -portfolio working and committees to inform and deliver on projects; acts as a facilitator between clinical programs and others in Ontario Health, including Enterprise Data Services, Legal, Privacy and Digital Excellence in Health, to communicate clinical program needs to enterprise services and translate technical information and complex considerations to the clinical programs.

The Manager possesses exceptional management and leadership skills required to develop a high-performing and highly engaged team of 8-10 Decision Scientists and Senior (epidemiologists and health services researchers). In addition, the Manager ensures strong partnerships and collaboration with other analytics teams, such as System Infrastructure and Planning and the Funding Unit, provides clinical data to these teams, and ensures consistency and alignment of analytic methods, clinical concepts, and interpretation across business units and OH portfolios. The Manager plays a key role in ensuring that data governance, legal, and privacy procedures and policies are adhered to and that personal health information is protected, analyzed and shared in accordance to Ontario Health's standard for security and data protection.

Here is what you will be doing:

Analytics Leadership

  • Leads the development and execution of measurement strategies that support evidence-based decision-making to achieve strategic priorities, through facilitating discussions and building consensus among diverse stakeholders with varying degrees of technical and subject matter expertise

  • Aligns measurement strategies with the portfolio's quality framework and other Ontario Health information and measurement strategies and frameworks

  • Provides leadership in the development, standardization, and advancement of methods for clinical concepts, cohorts, indicators and other foundational clinical analytic methods based on best practice in epidemiological, health services research, artificial intelligence and statistical methods and ensures that rigorous methods are implemented to produce high-quality, valid, reliable and trustworthy results

  • Provides leadership in the development, execution and interpretation of performance indicators at program, regional, corporate, provincial, national and international levels, in collaboration with internal and external stakeholders.

  • Establishes and oversees a clearly defined portfolio measurement governance structure that is integrated into OH's overall information management and technology governance structure

Subject Matter Expertise

  • Provides subject matter expertise in quantitative, qualitative and evaluation methods, with particular focus on health services research, epidemiological and artificial intelligence methods

  • Provides subject matter expertise on the development and execution of measurements strategies that maximize impact on improving the quality of patient care for Ontarians

  • Partners with program managers, directors, clinical leaders to develop a deep understanding of the clinical subject matter and business needs

  • Acts as facilitator between and enterprise services, such as Enterprise Data Services and Digital Excellence in Health, translating and communicating clinical business needs into specific user requirements that align the data, technology and tools with clinical data and analytics requirements to ensure successful outcomes

  • Contributes to grant proposals and publications

Partner and Stakeholder Relationships and Management

  • Fosters positive, productive, and creative partnerships between and key internal stakeholders and external stakeholders

  • Works in collaboration with and provides clinical data or methods to other analytic teams such as System Infrastructure and Planning, Funding Unit, Data and Decision Science, and Access to Care

  • Develops and provides performance indicators with interpretation and limitations to the Cancer Quality Council of Ontario, Regional Programs, and Strategy and Planning

  • Collaborates with Enterprise Data Services, Legal, Privacy, and Digital Excellence in Health on data governance, data acquisition, metadata management, data disclosure, acquisition of new tools, and streamlining business processes related to data acquisition and disclosure

  • Engages with Communications to ensure reporting products follow best practice in accessibility, inclusiveness, and knowledge translation

  • Collaborates with national and international agencies to provide Ontario cancer and palliative care data, including the Canadian Partnership Against Cancer, Choosing Wisely, and the International Cancer Benchmarking Project

  • Partners with the Pediatric Oncology Group of Ontario to develop an Adolescent and Young Adults Cancer Cohort and undertake analyses to improve the quality of cancer treatment and follow-up care for this population

  • Partners with academic institutions and external agencies, such as University of Toronto, the Institute for Clinical Evaluative Sciences and the Vector Institute, to implement innovative analytic methods

People Leadership

  • Coaches and mentors team members, maximizing individual and collective strengths to deliver high-impact and meaningful analyses using novel approaches and best practice methods that advance the quality and impact of analytics at OH

  • Fosters a team culture of psychological safety and respectful debate to maximize employee engagement and analytics excellence

  • Champions Ontario Health's organizational values of inclusion, diversity and anti-racism and promotes these within the team

  • Provides full scope of leadership responsibilities to the team, including recruitment, career development and counseling, approval of leadership and training opportunities, setting and measuring performance outcomes, and performance management

Program Management

  • Creates and manages the Quality Measurement and Evaluation yearly operating plan: manages the intake, prioritization and delivery of analytics work for CPQI, focusing on the impact and actionability of the analyses in accordance with OH's vision, strategic priorities, and obligations

  • Manages and reports on functional budget(s), including research grant budgets

  • Identifies operational and business improvement opportunities both within CPQI and with enterprise services, such as Enterprise Data Services, Legal, and Privacy

  • Oversees performance reporting for provincial, national and international scorecards: e.g., Cancer System Quality Index, Surgical Quality Indicators, Cancer Regional Scorecard, Cancer Placemat (corporate)

  • Oversees development and provision of indicator data for national and international collaborations, such as CPAC Health System Performance Report and the International Cancer Benchmarking Project

  • Manages approval and fulfillment of ad hoc data requests, including Health System Planning and Own Data Back requests, that enable facilities to action on poor performing areas, and ensures data are provisioned in adherence to data privacy and protection policies and procedures

  • Partners with the Business Intelligence team and Product Management and Delivery to expand, improve and advance the use of business intelligence tools for operational reporting and to acquire other tools for data collection and analytics

Here is what you will need to be successful:

Education and Experience:

  • A Master's degree (PhD preferred) in epidemiology, biostatistics, health services research, health administration or related field, and at least 10 years of relevant experience, or an equivalent combination of education and experience

  • At least 5 years of management experience required related to overseeing a portfolio analytic services team in the healthcare sector

Knowledge and Skills

  • Ability to drive a strategic approach to measurement, evaluation, and reporting, that enables maximum impact in the most cost-effective manner

  • Experience in analyzing and reporting health care data, including publicly; understanding and meeting the needs of various audiences including clinical, administrative and system-level; experience with qualitative and quantitative data analysis

  • Ability to interact effectively with and engage a wide range of clinical, scientific, analytic, information technology and management professionals

  • Excellent written and oral communication, interpersonal, facilitation, and stakeholder relationship management skills

  • Ability to inspire and influence direct reports, peers and senior leaders

  • Comprehensive understanding of and experience with Ontario health care data holdings

  • Knowledge of health information technology, database design and data privacy is an asset.

  • Proven ability to lead high-performing teams and superb management skills

  • Strong judgement skills with a results orientation focus, strategic thinking and reasoning skills involving highly complex issues and limited precedent

  • Enthusiasm, positive attitude and the ability to thrive and lead in a fast-paced, dynamic environment
