Program Manager is responsible for engaging with OH staff, and across portfolios, regions and OHTs to embed digital-first practices, processes, and tools. To champion the portfolio's vision to re-imagine our digital and virtual assets to create a better, more connected healthcare system, along with evolving and encouraging a citizen-centered, digital-first mindset within their teams.

Here is what you will be doing:

  • Devises how to effectively communicate and interact with a variety of internal and external stakeholders including senior leaders, funders, and executives.
  • Interprets data/information to evaluate opportunities for innovation with internal and external partners and make modifications to existing processes and procedures.
  • Applies conceptual models to planning to produce actionable execution approaches.
  • Applies formal change management methodologies and practices used to drive behavioural changes.
  • Collaborates effectively within the team and provides leadership, subject matter expertise, guidance and support to work towards a common goal and to help coach and inspire others.
  • Works with the team to create collective thought leadership for the strategy and execution of the program.
  • Accountable for execution of the results, supporting the achievement of results across the program scope.
  • Provides client service to both internal teams and external stakeholders, ensuring an understanding of current and potential service options as aligned to stakeholder needs.
  • Leads change within the context of the overall program, often working with peer roles in the execution of the change.
  • Makes decisions, with the support of Director level, where results have major impact across the organization requiring sophisticated solutions and short to medium-term correction.

Here is what you will need to be successful:

Education and Experience:

  • Bachelor's or master's degree in business, Health Studies, Public Administration or related field, or equivalent experience is required.
  • Project Management, or related professional designation as asset
  • 5 - 7 years of project and/or program management experience in the healthcare sector, managing medium to large projects/programs and progressively increasingly scale and scope of execution authority.
  • Experience working in a hybrid environment, equally comfortable working with teams online or in person.
  • Experience planning and leading large meetings.
  • Experience in the Ontario health care sector and public service, with existing positive relationships an asset.
  • In-depth knowledge and application of the Project Management LifeCycle and Software Development LifeCycle, as well as modern mode two ways of working. e.g., Agile/Scrum.

Knowledge and Skills

  • Strong analytical and problem-solving skills to identify solutions or processes where issues are not easily evident and require further research and/or investigation; interprets data/information to evaluate opportunities for innovation.
  • Strong communication skills with the ability to influence and persuade clients where there may be conflicting interests to resolve problems and reach consensus.
  • Strong communication skills, both orally and in writing, to communicate effectively with senior leaders, funders, and executives in a high-risk environment, discuss technical concepts, and produce documents and program materials.
  • Ability to form internal relationships to ensure a comprehensive understanding of client current and projected needs in order to design short term and long-term solutions.
  • Ability to maintain awareness of varying stakeholder objectives and to influence and / or persuade positive outcomes by actively listening, facilitating, and communicating complex content to large and diverse audiences.
  • Skilled understanding how to frame information and communicate it in a high-risk environment where information sharing to demonstrate transparency and trust is closely balanced with the reputational and liability risks of not sharing the appropriate information to the right audience or at the right time.
  • Creative capacity builder and educator with an inclusive growth mindset and a strong ability to work in collaborative planning, consensus building, and influence between stakeholders with diverse interests.
  • Ability to identify the work required and organize, facilitate and/or perform the work with only limited guidance.
  • Ability to moderate in a manner that keeps large audiences engaged.
  • Ability to be delivery focused and passionate about achieving the program objectives with an internal sense of accountability.
  • Capacity to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically; Ability to keep calm and rational despite high pressure.
  • Political acuity to understand how to support and navigate with both internal colleagues and government partners.
  • Ability to make decisions where advice or actions could have a high impact on specific programs and potentially significant impacts on related programs or policy areas. Incorrect decisions impact the agency/ministry digital-first mandate leading to stakeholder resistance to change. Errors in decisions require sophisticated solutions, and senior leadership influence, and are usually able to be corrected over the short to medium term (e.g., two to four weeks).
