Here is what you will be doing:

Reporting to the Manager of Sector Support: Emergency Services, Medical Imaging and Surgery (ESMIS), the Senior Analyst (SA) will be responsible for supporting and delivering on goals, objectives, and operational activities for ESMIS information programs. The SA will have a strong analytical mindset and demonstrate strong problem-solving skills, attention to detail, and the ability to communicate complex findings in a clear, actionable way to both technical and non-technical stakeholders. A key responsibility of this role will be to interpret complex data to identify trends, patterns, and actionable insights that drive business decision-making. The SA will support the Manager and Lead on high-profile provincial projects and assist in the development of new business processes, documentation control, responding to business inquiries, and preparing reports and presentations. The SA is expected to communicate frequently with health system partners and will play a vital role in cross-functional team planning and coordination of business initiatives across all program areas.

The scope of the role includes the ability to: support monthly operational reviews, business and capacity planning activities, support program risk and issue management, manage key communications for stakeholders and OH reporting, and foster trusting relationships with internal and external stakeholders. The role ensures deliverables are completed, processes are defined and maintained; and supports the Manager and Lead by developing subject matter expertise for assignments as required. The SA is expected to work independently and cohesively in large multidisciplinary teams on multiple projects that have complex objectives with broad and varied scopes. The SA thrives under ambiguity and is energized by driving a business forward.

Business Acumen and Leadership

A key responsibility of the Senior Analyst (SA) role is to collaborate closely with a team of other Analysts, Leads, Clinical Experts, and internal and external stakeholders to guide the development of new and revised business processes and reporting tools. The SA proactively manages issues, risks and escalations, and coordinates business activities across ESMIS information programs and other program areas as needed. The SA will be responsible to identify new data requirements, to analyze key performance indicators, and interpret data into meaningful insights. Reporting responsibilities also include the development and refinement of new and existing reporting products. The SA will play a pivotal role in analyzing business processes, identifying opportunities for improvement, and collaborating with cross-functional teams to implement healthcare solutions that drive business priorities across Sector Support program areas. In addition, the role may be called upon to represent the program as the subject matter expert in the absence of the Manager and or Lead. The SA will be a proactive problem solver, an excellent communicator, and someone who strives in a dynamic environment bridging business and data to create healthcare solutions.

Here is what you will need to be successful:

The key responsibilities of this position include:

  • Using an understanding of health sector data from various sources, leads the development of in-depth analyses to support health partner planning and strategic projects.

  • Provides operational support to ESMIS information programs and assists in delivering against urgent and high priority requests that cross multiple portfolios with internal and external stakeholders.

  • Assists in risk management, data quality improvement and system process reviews, refining and enhancing data collection, reporting and program operational efficiency.

  • Identifies and escalates project/program/operational risks to the Manager/Lead and proposes recommendations to address the issues identified.

  • Provides subject matter expertise through strong knowledge of analytics techniques including statistical analysis.

  • Delivers specialized analytical services as required and develops or assists in the implementation of solutions to unique or highly complex business problems.

  • Assists in the development of stakeholder engagement and operational plans, creation of standardized documents, materials, reporting templates, and tools to support full end-to-end operations.

  • Supports the development and delivery of materials and information sessions for end user training.

  • Assists in validating reporting requirements for Sector Support: ESMIS initiatives, including image guided procedures, Surgery Efficiency Targets Program (SETP) and other key projects.

  • Comfortable with ambiguity, and able to conduct work on multiple projects and assignments, while shifting and adapting work in response to changes in program priorities and timelines.

  • Planning, organizing, and participating in internal and external working groups and advisory committees, ensuring tracking of action items and follow-ups.

  • Conducting review initiatives to ensure the quality of the information/data collected.

  • Collaborating with other teams to identify and resolve reporting issues.

  • Developing or improving standardized documentation, tools, and templates.

  • Contribute to organizational efforts and initiatives, as appropriate, to enhance OH's mission, values, and goals.

  • Perform cross-functional and other duties consistent with the job classification, as assigned or requested.

Data and Content Expertise:

  • Developing and maintaining a detailed knowledge of Sector Support related OH data holdings, including reporting standards, data processes and methods, and related analytical/information products.

  • Identifying key sources of information/data in coordination with the Manager, Lead, clinical experts, other programs/divisions, MOH and other clinicians.

  • Organizing and facilitating working sessions with key stakeholders to gather required information/data feedback on analyzed information.

  • In coordination with the Manager and Lead, developing the tools, templates and processes required to execute analysis and reporting activities.

  • Responding to business inquiries, creating reusable inquiry documentation, and keeping documentation related to assigned projects or initiatives updated.

Education and Experience

  • Bachelor's degree in Business Administration, Health Informatics, Data Science, Biostatistics, Social or Health Sciences, or related field or equivalent work experience, is required.

  • Master's degree in in health informatics, biostatistics, social or health sciences, or equivalent expertise preferred.

  • Minimum of 5 years of experience in a Business or Project Analyst/Coordinator role or equivalent role is required.

Knowledge and Skills

  • Experience with national and provincial healthcare administrative and clinical datasets, such as Wait Time Information System (WTIS), Surgical Efficiency Targets Program (SETP), CIHI Discharge Abstract Database, National Ambulatory Care Reporting System, Ontario Cancer Registry, is an asset.

  • Strong problem-solving skills, with the ability to interpret complex healthcare data, and convey ideas and information with clarity, precision, and impact to decision-makers and stakeholders.

  • Strong stakeholder engagement, project management, and organizational skills.

  • Strong verbal, written and graphical communication skills; experienced in delivering presentations and writing for a variety of audiences, particularly involving business and strategic priorities.

  • Independently motivated and productive, able to manage and prioritize across multiple projects and assignments.

  • Team-oriented and dedicated to promoting team development, a positive work culture and organizational health.

  • Comfortable working in a dynamic, fast-paced, politically sensitive environment with a high degree of ambiguity.

  • Experience in health care settings and in using health administrative data

  • Proven business acumen and demonstrated experience connecting data-driven insights with strategic decision-making preferably in health care settings and using health administrative data.

  • Experience working/partnering with ministerial organizations within the Government of Ontario preferred.

  • Ability to translate abstract concepts/requirements into targeted messaging and reporting, particularly with raw data.

  • Demonstrated ability to work collaboratively with diverse stakeholders, including management, clinicians, scientists, staff, and external partners in a multi-disciplinary environment.

  • Excellent judgment in setting priorities, identifying issues, and determining action required, adept at balancing major concurrent tasks and projects.

Technical Skills

  • Strong MS Excel (data manipulation, advanced formulas, and pivot tables); including the ability to manipulate data with spreadsheet, databases, and other analytics software.

  • Proficiency in data visualization tools and analytics software (PowerBI) is a plus.

  • Advanced knowledge of MS Office Suite skills, in particular Outlook, Word, PowerPoint, and Excel.

  • Experience coding in programming/statistical languages of SAS, SAS Macro and SQL is an asset.
