The Senior Manager, Digital Health Standards will be responsible for day-to-day management of their team including engaging across departments to embed digital-first practices, processes and tools. A strong collaborative working relationship with the leadership team across Digital Excellence in Health (DxH) as well across Ontario Health is essential. They are responsible for championing the portfolio's vision to re-imagine our digital and virtual assets to create a better, more connected healthcare system, along with evolving and encouraging a citizen-centered, digital-first mindset within their teams. As a leader they will ensure employees understand how their work contributes to Ontario Health's broader organizational objectives, while also ensuring business partners and interest holders have visibility to the value their teams provide.

The Senior Manager, Digital Health Standards will manage the end-to-end customer value lifecycle in a consistent, collaborative, lean, agile and strategic manner, applying digital and technology to the products and services specific to Digital Health Standards they support to improve the user experience and delivery of value to patients/customers. Providing management leadership to the team in the development of product and service strategy, design, delivery and ongoing support for one or more products and services and the ability to engage interest holders, including technical and operational interest holders, will be critical to leading product strategies and delivery of technical solutions for internal program partners, health care providers, patients and their care givers. As a results-driven individual, who works in close partnership with other teams and cultivates senior level relationships with program partners, while fostering a culture of teamwork and collaboration and an agile delivery mindset.

They also exhibit innovative thought leadership, model and drive strategic change and results across divisions with integrity and enthusiasm. They will possess expert knowledge of Digital Health Standards and their use at the local, provincial/territorial, pan-Canadian, and international levels specific to Electronic Health Records, health system data and patient centric data.

Here is what you will be doing:

  • Assists with the development and identification of product/service synergies to ensure swift delivery across multiple product/service portfolios within the organization.

  • Provides technical expertise in their functional area, working closely with Digital Health Standards experts and with a strong understanding of the digital health, health informatics and health information standards landscape in Ontario, Canada and internationally.

  • Bridges the gap between strategy and execution through road-mapping, setting up processes, models and metrics that facilitate collaboration between key partners and the achievement of set targets.

  • Champions the portfolio's vision to re-imagine our digital and virtual assets to create a better, more connected healthcare system, along with evolving and encouraging a citizen-centered, digital-first mindset within their teams.

  • Provides subject matter expertise relevant to Digital Health Standards on the use of digital and technology, as well as assisting with planning for long-term cost-effective sustainability.

  • Understands and discusses technical concepts, manages trade-offs, and evaluates opportunistic innovative ideas with internal and external partners.

  • Supports the development of the annual planning process in collaboration with program partners, DXH colleagues and the ministry.

  • Facilitates the development of product/service strategies in collaboration with program partners and DxH colleagues and the development of roadmaps and the corresponding operational plan for products and services within the department.

  • Provides thought leadership on capturing the tactical and strategic enterprise goals through business models (including vision, goals, objectives, mission, tactics, roadmaps, plans, capability maps, value stream maps) that provide traceability through the organization and are mapped to metrics that provide ongoing governance.

  • Ensures periodic reviews to ensure the products and services meet OH standards and practices.

  • Ensures privacy and security is embedded at every phase of the SDLC enabling development of secure products and effective use of digital health standards.

  • Demonstrates thought leadership to model and drive strategic change, leading and facilitating cross-functional ideation, innovation, and problem-solving, to drive the portfolio towards actionable insights.

  • Anticipates and remediates project bottlenecks and blockers in short term and long-term work to ensure smooth operation of their team and in collaboration with other relevant OH teams.

  • Directs, trains, mentors and coaches transformation and customer value skills to product/service team members and functional experts to grow key capabilities.

  • Ensures business partners and interest holders have visibility to the value their teams provide.

  • Manage a functional team of 8-20 individuals and fosters a culture of teamwork, collaboration, agility and culture of engagement and high-performing teams that attracts, retains, develops, and motivates their team by fostering an inclusive work environment, communicating vison, organizational mission, vision, guiding principles, values, and strategies.

  • Provides full scope of leadership responsibilities to a multifunctional team, including recruitment, setting/measuring performance outcomes, career development/counseling, approval of leadership and training opportunities, and performance management. This includes effective performance feedback through employee recognition, rewards, and performance management with the assistance of Human Resources, when necessary. Delegates responsibility and expects staff accountability and provides regular feedback.

  • Leads by example, demonstrating integrity, creativity, and enthusiasm in achieving results directly.

  • Works with HR, manages employee relations issues, promoting a teamwork environment where staff from diverse multilingual and multicultural backgrounds can interact productively and efficiently.

  • Supports other Managers as required and perform other duties consistent with the job classification, as assigned or requested.

Here is what you will need to be successful:

Education and Experience

  • Bachelor's or Master's degree in Business, Health-related fields, Engineering, Computer Science, Health Information/Informatics or related discipline, or equivalent experience.

  • CSPO, CSM, KMP, PMI, or ITIL certifications is considered an asset.

  • 10 + years of experience in the functional area of expertise (Health Informatics/Information Management, Software Engineering, Quality Assurance, Security, etc.).

  • Professional memberships in Health Information Management, and/or Health Informatics (e.g. CHIMA (Canadian Health Information Management Association) and CPHIMS-CA credentialed) and/or recognized health discipline experience.

  • Minimum of 5-7 years in a leadership role and previous management/people leadership experience.

  • Minimum of 5 years in a Digital/IT leadership role and previous management/people leadership experience

  • Experience and expertise in leading and managing information technology portfolios and implementing complex broad-based IT systems.

  • Broad and diverse knowledge in their functional area of responsibility (engineering, security, product management, digital health standards, etc.).

  • Ability to apply specific agile practices to certain scenarios demonstrating Ri level Agile Mastery.

  • Excellent knowledge of project delivery practices in a matrix environment.

  • Excellent knowledge of SDLC, and other relevant data and standards lifecycles and maturity models.

  • Experience with healthcare integration projects.

  • Knowledge of user centric design and innovation.

  • Experience managing simultaneous projects from initiation to completion.

  • Expert knowledge of Business Domain specific to their product area and expert knowledge of business domain in other product/service areas, including external partners such as Canada Health Infoway, Standards Development Organizations, vendor and health profession organizations.

  • Experience and familiarity with Cloud-Based technologies, and health informatics/information solutions in provincial and health care organizations.

  • Strong leadership, motivation, and interpersonal skills and an adept team builder/collaborator who is action oriented, with a record of accomplishment of motivating his/her team to achieve higher goals and improving the impact of technology initiatives and collaborating with partners and interest holders to achieve mutual goals.

  • Effective presentation skills and the ability to present material to large technical and non-technical audiences.

  • The capacity to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically within product/project teams, cross-portfolio interaction, cross-organization, external stakeholder interaction and ministry stakeholders.
