The Vice President, Performance, Accountability & Funding Allocation (PAFA) provides strategic leadership, direction and oversight for financial and business planning, financial controllership and management, contracts and service provider relations, health system performance, accountability and quality improvement frameworks, metrics, monitoring and reporting for the region. This position is responsible for ensuring that the region is setting, measuring goals and objectives, and ensuring all adequate controls and policies meet compliance standards and would withstand independent and government audits. In addition, this position supports the identification and development of system-level outcomes, performance measures and deliverables for each major program and ensures the alignment of system-level outcomes and deliverables for each program to the Organization's vision. This position is responsible for planning, directing, and communicating all aspects of the performance, accountability, and quality improvement agenda of region.

This role will oversee efforts to ensure that providers within the region meet the performance and quality targets that align with the goals and objectives of Ontario Health; this includes oversight for the development and management of performance and quality improvement initiatives.

Here is what you will be doing:

  • Provide oversight and strategic direction on the day-to-day internal operations as they pertain to Performance and Accountability measurement, funding allocation and reporting and lead relationship management with health service providers.

  • Lead the development and establishment of funding plans and allocation of funds to Health Service Providers (HSPs) across all sectors based on provincial models, provincial priorities, requirements set out in Ministry of Health and Ministry of Long-Term Care (the "Ministries") and regional performance agreement, priorities, ensuring that funding at the health service provider level is aligned to priorities and objectives.

  • Oversee Funding in-year reallocation management and capital funding planning request endorsement to maximize utilization of funding and services.

  • Provide advice on new model care program funding request and make recommendations.

  • Works with Ministries and regions to define performance expectations and accountability processes.

  • Leads negotiations of agreements with HSPs within the geographical area.

  • Manage HSP performance agreements and monitors provider risks and opportunities, evaluating and reporting on local health system performance in achieving established goals and objectives on a regular basis, provide dashboards, presentations and special reports on performance.

  • Lead and support health service provider performance improvement processes including performance and operational reviews, identify emerging issues and requirements for action to respond to health service providers who do not meet accountability targets and priorities.

  • Act as the key representative to evaluate and report on health care system performance, develop and implement best practices, and recommend changes to existing programs and allocation of funds.

  • Contribute expert advice and input on performance standards and service provider performance / accountability to the development of the health system and interpretation of system performance issues to the team.

  • Develop and manage the overall risk management framework, which includes quarterly risk reporting on specific risk issues and quarterly reporting to the Ministry.

  • Implement a system of quality and performance measures and undertakes in-year monitoring of performance and achievements against defined outcomes expected, providing progress reports on a monthly, quarterly and annual basis.

  • Leads the development and implementation of a patient service contract strategy aligned with Ontario Health's Annual Business Plan and goals of system transformation.

  • Lead the development and implementation of patient service contract policies and procedures in compliance with all applicable legislation, regulation and provincial policies.

  • Ensure corporate requirements and standards are established and incorporated into all health provider contracts.

  • Ensure leading practices are utilized in patient service contract performance management.

  • Provide expertise in the resolution of service contract performance issues and suggests appropriate action, e.g., invoke contract remedies.

  • Responsible for overseeing the negotiation and allocation of volumes and funding for Quality Based Procedures and Wait Times.

  • Supporting the Hospital beds capacity and planning and Volume management (Wait times/QBPs etc.) and incremental surgical funding initiatives.

  • Monitor the Quality Based Procedures and Wait Time allocations and associated performance indicators to support in-year reallocations and the identification of areas for performance improvement.

  • Participates in performance activities / provincial working committees, helping to set provincial goals and programs.

  • Responsible for ensuring that HSP and functional leaders develop annual operational plans and performance indicators in alignment with the broader corporate strategy/priorities.

  • Lead and direct financial analysis, cost accounting, forecasting, banking relations, account receivables, accounts payables, treasury functions, taxes, payroll processing, and compliance with the Ministry, audit, Canada Customs and Revenue, and International Financial Reporting Standards requirements.

  • Accountable for the development and management of the region's annual operating budget and provides input into the development of the Annual Business Plan for operational issues. Leads the development and establishment of multi-year and annual regional health care system funding plans and allocations.

  • Oversee the financial planning, budgeting, forecasting and financial performance reporting initiatives, integrating financial information into overall business planning and objectives.

  • Provide oversight and strategic direction as they pertain to Performance and Accountability measurement and reporting.

  • Lead the development and establishment of local healthcare funding plans and allocation of funds to HSPs across the sector based on provincial models, provincial priorities, and requirements set out in Ministry/regional performance agreements and priorities.

  • Manage Health System Provider performance agreements and monitors provider risks and opportunities, evaluating and reporting on local health system performance and home and community care delivery in achieving established goals and objectives.

  • Implement a system of Health Service Provider quality and performance measures and undertakes in-year monitoring of performance and achievements against defined outcomes expected, providing progress reports on a monthly, quarterly, and annual basis.

  • Promote and strengthens evidence-based approaches to decision making within the health system, including the development of decision support capacity related to health service provider service delivery and performance metrics.

  • Translate complex information using analytical techniques and complex data collection to inform strategic priorities and support solutions recommendations and actions aimed at addressing health system and performance issues.

  • Develop health system analytics that support a population health approach to planning and executing comprehensive health service provider programs, policies and interventions across the health care system and its non-health partners.

  • Provide leadership, guidance and management of Performance, Accountability and Funding Allocation staff in accordance with accepted best business practices, public sector accounting standards, government/ministry directives, and Ontario Health policies and procedures.

  • A strong communicator with proven ability to foster teamwork, trust, and transparency while translating corporate strategies into actionable team objectives.

  • Demonstrates exceptional conflict resolution and consensus-building skills, incorporating diverse viewpoints and stakeholders.

Here is what you will need to be successful:

Education and Experience

  • Master's degree in health administration, public administration, health planning, finance, business administration or relevant field

  • Professional accounting designation (CPA, CA, CMA, or CGA) an asset

  • Minimum 10 years of professional experience (or equivalent) in one or more of the following areas: health care service delivery, internal / financial administration or performance management

  • Minimum of 5 years' experience in managing team, including setting performance objectives and managing performance

  • Proven track record of successfully performing at a senior management level within relevant areas of focus

  • In-depth experience in developing and establishing corporate policy, procedures, and Financial Management Framework within a public sector environment

  • Experience in the successful development, implementation, and monitoring of operational, performance, accountability, and quality improvement initiatives at both strategic and operational levels

  • Experience in facilitation of agreements and familiarity with negotiation, conflict resolution and arbitration approaches

  • Experience in analyzing and interpreting performance data, including financial data and quality indicators

Knowledge and Skills

  • In-depth knowledge of the Ontario health system

  • Expert knowledge of provincial funding models in use across multiple sectors

  • Expert knowledge of performance metrics, analysis, and reporting, including financial data and quality indicators

  • In-depth knowledge of complex and dynamic business environments in the public and private sectors in Information Technology and Information Management, Financial Management and Operations, Administrative Services, Procurement, Service Provider Relations, Quality Management and Performance Management frameworks

  • Is a 'competent person' as defined by the Occupational Health & Safety Act, and responsible for duties as outlined in the Occupational Health & Safety Act in section 27(1)

  • Leader with strong business acumen who can develop a strategic vision for performance, accountability, and quality and who has the expertise to develop goals for a diverse group of constituents

  • Evidence of strong leadership, initiative, creativity, and integrity, demonstrating a high level of excellence that inspires others

  • Strong skills in community and stakeholder engagement and facilitation

  • Strong communication, negotiation, and conflict resolution skills as well as evidence of ability to promote and maintain interpersonal relationships and strategic partnerships

  • Bilingual in English and French is an asset
