Job Description: Under the direction of the Board of Directors, the CEO is responsible for the overall management of Goodwill Manor Special Care Home, ensuring efficient operations and high-quality care services. The CEO will implement the organization's mission and values in daily operations, oversee programs and services, and lead change initiatives to enhance personal and healthcare services. Operating within approved budgets and executive limitations, the CEO will make independent decisions while ensuring compliance with relevant legislation, policies, and bylaws.

  • The CEO ensures the organizations mission and values are integrated into the daily activities of the Facility.
  • The CEO will have a clear mandate to lead and manage change aimed at delivering excellence of personal and health care services within the Facility
  • Responsible for the management, control and operation of all functions and programs of Goodwill Manor Special Care Home within the policies of Duck Lake and District Nursing Home Inc.
  • Responsible to lead the integration, coordination and development of all services and resources.  Monitors and evaluates program performance in all areas, ensuring that Goodwill Manor Special Care Home is in compliance with legislation and in accordance with approved plans and budgets.  Serves as the management lead on Duck Lake and District Nursing Home Inc. audit.  Responsible for ensuring completion of the Goodwill Manor financial audit, working with SHA accounting staff and the Auditor.  Consults with legal counsel as required to protect the interests of Duck Lake and District Nursing Home Inc.
  • Ensures the implementation and enforcement of Duck Lake and District Nursing Home Inc. policies and bylaws, medical staff bylaws, applicable Saskatchewan Health Authority policies and any provincial/federal legislation and regulations
  • Works with the Board to develop the Strategic Directions
  • Leads the development of the organizations Strategic Focus Areas/Operational Plan in collaboration with staff and the Board and works with the Board to review on a regular basis
  • Will develop an annual business and financial plan and then work to implement that plan, once approved by the Board
  • Ensures the Board are informed of developments within Duck Lake and District Nursing Home Inc. through the submission of specified mission, financial, quality/safety reports, and other required special reports/pertinent information.
  • Ensure the goals and objectives of Duck Lake and District Nursing Home Inc., as approved by the Board of Directors, are realized through effective utilization of staff and resources within the financial parameters available to the organization
  • By utilizing strong leadership, ensures the smooth and efficient integration of all services within Duck Lake and District Nursing Home Inc. in accordance with the vision, mission and philosophy and policies of the Board of Directors.
  • Exercises fiscal control and responsibility by authorizing all expenditures within approved limits and ensuring an appropriate system of financial controls.
  • Ensures the processing and recording of all financial transactions including the verification and payment of all payables.
  • Review financial reports on a monthly basis, with management staff and the Finance Committee of the Board and provide rationale for budget variances as well as corrective action plans. Additional responsibilities include analyzing ongoing trends, and identifying areas for cost savings and/ or quality improvements.
  • Safeguards the physical properties and resources.
  • Ensures the management, planning and construction of additions/renovations to the current facility, as well as any new construction projects.
  • Leads the development and implementation of organizational policies and programs.  Ensures the public image of Duck Lake and District Nursing Home Inc. is credible and is kept at an optimum level by maintaining good public relations, including promoting positive relations with the media.
  • Acts as the facility privacy officer ensuring compliance with appropriate legislation.  Responsible for investigation into client concerns and potential privacy breaches and implementation of recommendations.  Works with members of the medical and health professions, and all others concerned with rendering professional services with the objective of building positive relationships and strengthening communications with stakeholders, enabling Duck Lake and District Nursing Home Inc. to provide the best possible care and services.
  • Within Duck Lake and District Nursing Home Inc., the CEO has contact with all employees, management staff and the Board as required to successfully carry out the responsibilities of the position.
  • The CEO promotes a positive working environment for staff, physicians and volunteers based on Duck Lake and District Nursing Home Inc. values.
  • Responsible for the safety of staff and residents by ensuring regulations and policy are met.
  • Ensures supplies and equipment meet safety requirements.
  • Oversees the day-to-day operations of all departments within Duck Lake and District Nursing Home Inc.
  • Responsible for Human Resource functions, inclusive of hiring, coordinating, defining duties, transferring and disciplining/coaching pertaining to his/her responsible departments. To assist the Director of Care (DOC) in human resource functions in his/her departments, including performance reviews.  To be familiar with collective agreements, Duck Lake and District Nursing Home Inc. / Saskatchewan Health Authority policies and Joint Job Evaluation (JJE) agreements and ensuring compliance.

Education:

  • A post-graduate degree in Health Administration or equivalency is required.
  • Certified Health Executive (CHE) and successful completion of a recognized Leadership Program/Course are considered an asset.

Experience:

  • Five years leadership and managerial experience in health program administration.
