Job Description

GENERAL ACCOUNTABILITY:

As a member of the Saskatchewan Cancer Agency executive leadership team, the Vice President Corporate Services is accountable to provide collaborative leadership and expertise in setting patient and family-centred standards in the delivery of cancer programs and services.

In accordance with the Agency's mission, values, policies and strategic direction, the Vice President provides strategic direction to a diverse portfolio of support departments which includes Finance, Legal and Privacy, Materials and Facilities Management, Information Management, Human Resources (including Organizational Development and First Nations and Métis Relations), and Communications.

QUALIFICATIONS:

  • A minimum Masters-level preparation in Health/Public/Business Administration, Medical Degree, Health Professional.
  • 10+ years in management/administration, with at least 5 of those years as a senior executive in a health care environment.
  • Certified Health Executive (CHE) designation is considered an asset.
  • Lean or Lean Improvements Leaders Training (LILT) certification is an asset.
  • Extensive knowledge of the health care system in Saskatchewan and across Canada.
  • Extensive and relevant experience in a senior leadership role with a proven track record of success in a complex, dynamic organization.
  • Significant experience in developing budgets, overseeing allocation of resources and assessing organizational risk.
  • Significant experience overseeing human, fiscal information and program resources, with a proven ability to successfully implement programs and strategies.
  • A proven track record networking and collaborating strategically with a wide variety of stakeholders to balance the needs and interests of these diverse groups with organizational and system goals.
  • An equivalent combination of experience and education may be considered.

EXECUTIVE ACCOUNTABILITIES:

  • Champions, coaches and mentors the development of capable leaders and leadership teams for the six defined program areas in this portfolio.
  • Fosters and demonstrates high-performance, cross-functional teamwork and collaboration throughout the Agency.
  • As part of the executive leadership team, collaborates with the President and CEO, the Board, executive team members, and other stakeholders to create vision and set strategic direction and relevant, measurable targets for the Agency.
  • With senior leaders, develops strategic and operational plans with measurable targets, and guides the execution of those plans.
  • Provides clear direction and the appropriate level of support (e.g., systems, processes, resources, and guidance) to senior leaders in the improvement of the Agency's strategic direction.
  • Fosters an environment where people are committed to achieving results, and holds senior managers accountable.
  • Evaluates and monitors organizational performance in relation to strategic direction, and adjusts strategy and direction as required to achieve strategic goals.
  • With the Executive Leadership Team, establishes clear decision rights and decision-making processes for the Agency.
  • Ensures standards, principles and processes are established and followed.
  • Champions systems thinking by developing partnerships with key stakeholders such as Ministry of Health, Saskatchewan Health Authority, 3sHealth, eHealth, College of Medicine, First Nations organizations, and other NGOs and national organizations (Canadian Partnership Against Cancer, Public Health Agency of Canada, Cancer Foundation of Saskatchewan and Canadian Cancer Society).
  • Influences provincial directions for cancer control.
  • Promotes innovative thinking and a collaborative environment across the Agency and with partner agencies by creating and engaging an environment where contribution, learning and creativity are valued as sources of strategic advantage.
  • Creates effective partnerships/alliances to address health system change and plans for welfare and improvement of the larger system in which the Agency is embedded.
  • Represents the Agency by influencing provincial national direction of cancer control.
  • Speaks on behalf of the Agency in response to relevant media requests.
  • Has signing authority for the Agency as required in the absence of the President and CEO.
  • As part of the Executive Leadership Team develops the organizational operating budget and allocations.

SPECIFIC ACCOUNTABILITIES:

  • Jointly with the CFO leads the development of the SCA operating and capital budgets to align with Agency strategic and operational priorities and the Ministry of Health Accountability Agreement. This includes regular discussions with ELT and ongoing meetings with key contacts within various branches of the MOH as well as the Deputy Minister's office to ensure alignment on priorities and funding.
  • Jointly with the Director, Material and Facilities Management and CIO, recommends capital priorities including replacement of major capital equipment and renovation or replacement of buildings to ELT and the Board.
  • Sponsor and support implementation of major cross Agency IT/IM initiatives (i.e. CMS implementation).
  • Jointly with the Director of Human Resources, leads the development of the Workforce Management Plan and implementation of specific HR/OD initiatives (i.e. succession planning, performance development, change management, essential services planning).
  • On behalf of the Agency, identify and support major fundraising initiatives jointly with the Cancer Foundation of Saskatchewan leadership. (SCA representative with CFS).
  • Provide Executive level SCA input and leadership on major provincial initiatives initiated by eHealth, 3sHealth and the Ministry that impact the corporate services portfolio and SCA operations.
  • Provide support from Corporate Services to the Board, Executive and Senior Leadership team in areas related to contracts, privacy and communications.
  • Lead projects focused on provincial initiatives that support strategic priorities, where service level agreements or MOUs are required.
  • Lead Representative of the Saskatchewan Cancer Agency with the Ministry of Health as it pertains to ongoing cancer operations and committee representation.
