GENERAL ACCOUNTABILITY

As a member of the Quality, Safety and Strategy management team the Provincial Manager Patient and Staff Safety is responsible and accountable for supervising the daily organization and administration of the Patient and Staff Safety unit.

The Provincial Manager Patient and Staff Safety provides program leadership and supervision of patient and staff safety within the Agency. This responsibility includes occupational health and safety (OH&S), emergency preparedness and management (EP), infection prevention and control (IPC), and employee health and wellness ensuring due diligence and keeping the Director and other Senior and Executive Leadership fully apprised of compliance requirements, case law and best practices. The manager ensures accountability measures are established and outcomes of services are measured and evaluated.

The Manager is expected to act in the absence of the Director, as delegated.

MANAGERIAL ACCOUNTABILITIES

  • As a member of the Quality, Safety and Strategy Management Team, contributes to the development of the Agency strategic and operational plans with measurable targets, and executes the plans that are the responsibility of the Manager. Delivers clear direction and the appropriate level of support (e.g. systems, processes, resources, and guidance) to staff in the implementation of Agency plans. Implements Patient-First methodology in accordance with Agency plans of better health, better care, better teams, and better value.
  • Coaches, mentors', and supervises staff; develops and implements operational controls and work standards to ensure the organization and department meets or exceeds provincial, federal or other regulatory requirements.
  • Cultivates an environment where people are committed to achieving results collectively and holds staff accountable. Builds a strong team with complementary experience and skills. Promotes innovative thinking and a collaborative environment within the unit by creating an engaging environment, drawing out and utilizing diverse perspectives to generate solutions.
  • Develops and monitors the unit's budget allocations. Accountable for evaluating and monitoring the resourcing, implementation and evaluation of program/service performance and outcomes within their responsibility. Is attentive to effective operations, and confirms standards, principles and processes are established and followed.
  • Develops and maintains strong working relationships within the department/division, with other Agency staff, other departments/divisions as well as with external stakeholders.
  • Communicates with integrity, when dealing with other Agency staff and external stakeholders. Models the Agency's values through decisions and actions.
  • Provides input and support to organizational development, change management, continuous improvement and initiatives.
  • Champions the Agency's commitment to a culture of safety and health for all staff and patients/clients by promoting and supporting specific safety and health programs and/or initiatives that meet or exceed requirements set out in applicable safety and health legislation.

SPECIFIC ACCOUNTABILITIES:

  • Provides strategic advisement and recommendations to executive and senior leadership teams in the areas of patient and staff safety, emergency management and infection prevention and control (IPC) initiatives.
  • Assessing trends in health and safety requirements and providing direction and recommendations for the facilitation of safe, quality care in accordance with OH&S legislative requirements and other professional practice standards (i.e. nursing and pharmacy standards) for the province of Saskatchewan.
  • Participating in the evaluation and selection of equipment and supplies according to proven IPC and OH&S criteria and standards.
  • Ensuring compliance with applicable OH&S legislative requirements and other safety standards within the Agency, while promoting the development and implementation of OH&S best practices.
  • Leading the Agency in implementation and administration of a robust OH&S program based on the Saskatchewan Safety Management System (SMS) best practices.
  • Assigning Patient and Staff Safety Consultants (Safety Consultants) to contribute to the health and well-being of all Agency employees through the effective and efficient operation of occupational health and safety services including ergonomics, WHMIS and transportation of dangerous goods (TDG).
  • Collaborating with the Quality and Strategy team to develop, implement and promote systems to mitigate health and safety risks for patients and staff of the SCA. (E.g. Unusual Occurrence Management System (UOMS)).
  • Collaborating with Human Resources department to provide staff with health and safety information and, where required, assigning a Safety Consultant to conduct workplace assessments that will improve work attendance and performance or assist in an employee's return to work process after an injury or illness.
  • Assisting the Agency in building a robust culture of safety, which focuses on the understanding that patient and staff safety are not mutually exclusive but are interconnected.
  • Leading the development & implementation of the Agency's Fall Prevention policies, procedures and practices. As well as, collaborating with the Care Services Division leaders to promote the Patient and Staff Fall Prevention Program.
  • Leading and maintaining the Agency's employee health and wellness programs, which includes the Agency's immunization program and the Provincial Employee and Family Assistance Program (EFAP), either by strategic partnerships with the Saskatchewan Health Authority (SHA), 3sHealth or through in-house staff (i.e. occupational health nurse).
  • Providing leadership, recommendations and education/training to the Agency's Executive and Senior Leadership teams in the development, implementation, coordination and maintenance of the Agency's Emergency Management Program.
  • Leads the Agency's set up and coordination of its Incident Command Structure (ICS), emergency response plans, business continuity plans and disaster recovery plans.
  • Is the Agency's primary Safety Officer within the Agency's Incident Command Structure.
  • Liaises and coordinates organizational activities with external organizations and partners to ensure a collaborative approach is used during times of emergencies or disasters.
  • Assigns Safety Consultants to support the Agency's Emergency Preparedness committees and the development, implementation and testing of the site specific emergency response plans.
  • Protects the interests of the Agency in the management of all IPC matters leading in the identification and mitigation of patient and staff health and safety risks.
  • Leads the Agency in the development, implementation, administration and evaluation of its IPC programs, which includes chairing the Agency's Infection Prevention and Control Committee.
  • Observes, investigates, reports, recommends, coordinates and implements appropriate changes and control measures throughout the Agency when potential infection control hazards (i.e. nosocomial infections or outbreaks) are identified and may impact the health and safety of patients and staff of the Agency.
  • Assesses, prioritizes and implements current and emerging infection prevention and control practices and initiatives into the Agency.
  • Leads the Agency's Pandemic planning and response activities. This includes representing the SCA on provincial pandemic committees and structures (involving senior medical health officers, senior, executive leaders within the SHA) within IPC and patient & staff safety.
  • Leads the engagement with internal & external partners in the development, review and implementation of the SCA's pandemic plan.
  • Responsible for providing both IPC and OH&S guidance and leadership during pandemic emergencies, including leading pandemic recovery planning and implementation.
  • Responsible for and has the authority to, immediately stop any activity that endangers patient and/or staff safety.
  • Represents the Agency on various external legislative and professional bodies as well as provincial working groups and committees (i.e. Provincial Safety Task Force, Provincial Infection Prevention and Control (SASKPIC)).
  • Serves as an internal resource to executive and senior leadership, all departments, and quality improvement teams on patient and staff safety initiatives, safety legislation and standards, emergency management standards and infection prevention and control (IPC) standards and practices as well as an external resource for other agencies (i.e. SHA).
  • Assigns resources, both human and capital, to support the planning, implementation, maintenance, and coordination of the patient & staff safety, emergency management and IPC program.
  • Provides OH&S and IPC expertise on all facility construction, renovation or maintenance projects to ensure compliance with OH&S and IPC standards and best practices and has the authority to stop any activities that may endanger patient and/or staff safety.
  • Plans, develops, delivers and evaluates patient and staff safety education programs for all levels within the Agency as well as patients and their families, for audiences ranging from one-on-one, small or large.
  • Leads accreditation processes and compliance reviews related to patient and employee safety, emergency management, business continuity planning, pandemic planning and IPC standards.
  • Participates and provides input into performance management activities, when requested by department/program managers, directors, senior or executive leaders.
